Team Leader, Technical Safety (Process Safety)

JOB PURPOSE

The jobholder is responsible to lead, plan, manage, and monitors the Process Safety & Asset Integrity's team, processes, and activities to meet the Company's operations objectives and KPI's in the most cost-effective manner, while maintaining the targeted level of safety and environmental compliance, while ensuring that lessons learned from Integrity Management of operating facilities, are adequately captured in new project specifications and implemented during construction.

KEY ACCOUNTABILITIES

HSE Management System
  • Spearhead engineers in implementing Asset Integrity Management System (AIMS) throughout the plant life cycles in line with statutory regulations, ADNOC codes and standards, Borouge specifications, procedures, guidelines, good practices, and processes.
Asset Integrity
  • Responsible in managing the asset integrity team resources including resource planning and as well as team budgets.
Process Safety
  • Provide a supporting application Asset Integrity Process Safety (AI-PS) Manual describing how to manage process safety risks as part of the HSE Controls Framework
  • Borouge Process Safety team shall identify all significant Process Safety risks in accordance with the Company Risk Management procedure and shall document and support the management of these in accordance with the HSE Management System (including the principle of reducing risks to As Low as Reasonably Practicable).
Management of Change
  • The incumbent shall ensure that the documented Hazards and Effects Management Processes required for each asset shall specifically address AI-PS.
  • The Process Safety team shall ensure the approval of all deviations from performance criteria for all identified hardware barriers critical to AI-PS by implementing a review and approval procedure which shall be an integral part of the MOC process in Borouge.
Process Safety Compliance
  • Coordinate Asset Integrity / Process Safety activities, risk assessments, management of change and AIMS compliance audits.
  • Conduct gap analyses and develop a gap closure plan for managing PS risk.
  • Develop and implement a tracking system to record deviations from the specified Process Safety hardware barriers' performance standards.
  • Develop and implement a balanced scorecard (lagging and leading indicators) to monitor the Process Safety compliance performance of all Borouge assets.
  • The Team Leader shall set up an audit programme to regularly verify compliance of all assets with Process Safety standards.
Technical Support
  • Implement Process Safety basic requirements which are those elements of design, construction or operation which are so important to safe operation that (in addition to their full application in design of new facilities) they are required to be introduced into all existing Borouge facilities within the shortest practical timeframe.
  • Implement a system of hazard identification, in conjunction with, the Borouge Operations functions which identifies hazard scenarios involving failures of equipment during abnormal plant operation such as start-up, shut down, alternate product stream operation, re-establishing operation after a process trip. Also the inherent hazards associated with product chemical.
Functional Strategies & Practices
  • Contribute to the proper cascade of Borouge, and respective functional or departmental strategies, policies, and practices of the vision and long-term strategy for Borouge, and contribute to the overall process of corporate governance, management and decision making to ensure the organization maximizes returns to its shareholders.
  • Lead the implementation of the function's strategy, ensuring that the overall business goals are fully adhered by the team, while instilling the team's behaviours and practices towards the Borouge's Values, desired working environment, and customer focus.
  • Monitor the team's performance in relation respective contribution towards the company's and functional long- and short-term plans, functional objectives, and in line with established service levels.
Operations Supervision
  • Manage the outputs and all expectations by the team. Empower, recommend, and motivate the team towards uplifting their competencies in relation with their occupations and projects.
  • Derive and empower the team to ensure proper working environment according to the company culture, while ensuring the desired professionalism and compliance to Borouge's data confidentiality, corporate image, according to local regulation and norms for all internal and external communications and business relations.
  • Control expenditure against approved functional budget on a regular basis and investigate & reconcile any significant variances to ensure effective performance and cost control.
  • Spearhead the Team through staffing, conducting performance appraisals, training, and developing successors.
  • Lead the team to make sure accomplishment of all tasks by conducting regular short and weekly meetings and provide the team with support and guidance in relevance to all activities, policy, and procedures.
HSE Excellence
  • Keep abreast and knowledgeable on the updates for Health, Safety, Environment, Crisis Management, and Risk Registers for all the performed processes, projects, and activities within the operating zone.
  • Monitor, promote, communicate, and lead by example all the safety-related communications, updates, standards, and any related topics with co-workers and within any interface.
  • Review the HSE Compliance by the team and provide with timely feedback and recommendations to leverage a risk-free environment to ensure the ultimate goals of safe workplace.
Process Development
  • Propose, update, and recommend improvements to process that enhance the quality of service provided to the internal and external customers,
  • Create and foster spirit among the team that encourages innovation, enhances employee motivation, and supports initiatives for implementation of Change Management to continuously improve processes and services.
  • Lead the evaluation of internal processes against best practices in pursuit of more efficient functional processes to define intelligent solutions for issues confronting the function.
  • Align the respective policies, processes, systems, standards, procedures, and internal controls, includes ensuring compliance with Functional and Company's guidelines.
  • Ensure compliance with all applicable legislation and legal regulations and propose solutions to the management on issues related to the function.
Borouge Generic Responsibilities
  • Keep abreast and knowledgeable about his / her role contribution towards the areas of Health, Safety & Environment (HSE), Sustainability, Energy Management, Ethics & Regulations, and Quality Management and its respective policies, frameworks, procedures, and objectives; it. And to support and enrich the culture and understanding of it through his / her communications with the internal and external contacts.
  • Participate and contribute to the design, development and establishment of an Integrated Risk Management Framework within the Unit while identifying and assessing relevant domain risks and implement measures to manage and mitigate all identified risks within the function.
  • Ensure corporate business ethics and Company's Code of Conduct are communicated to employees within the function in compliance to the Corporate Policies and guidelines.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS

Minimum Qualification
  • Bachelor's degree in chemical engineering or science, or any relevant disciplines.
  • Fluency in English Language; written and oral
Minimum Experience & Knowledge & Skills
  • Minimum of 10 - 12 years of experience in Process Safety Management System, HAZOP and SIL.
  • Minimum of 3 - 5 years of experience in the Oil / Gas and Petrochemical operations
  • Recognised expert & coach within the own area of expertise
  • All-round knowledge of petrochemical operations.
  • Good knowledge of relevant international standards.
  • Well-developed interpersonal, organisational, analytical, people management, team- & networking skills
  • Experience in HSE project implementation, HSE inspection, conducting training and awareness sessions and HSE systems.
  • Strong Interpersonal skills, Excellent Communication and motivation skill, good organisation/time management and delegation, Forward planning and strategic thinking, Problem solving and decision-making, Commercial awareness, Mentoring.
  • Expert in HSE Management System and RC14001 requirements
  • Hands-on Risk Assessment Studies; i.e. TRA, JSA, HAZOP, SIL, HAZID, HSEIA, aspect and Impact etc.
  • Excellent leading and coaching skills with good ability to collaborate with the team.
  • Good knowledge of Computer software usage
