Job Description
The purpose of this role is to support the Clinical Quality and Patient Safety Section to ensure the highest quality of patient care and patient safety across SEHA. As part of the overall Quality Strategy, this involves development and implementation of a healthcare system Clinical Quality and Patient Safety Strategic Plan which reflects SEHA clinical and patient safety priorities and includes frameworks to effectively measure, monitor and improve clinical outcomes.
Responsibilities
Develops comprehensive Clinical Quality and Patient Safety Programs- Responsible to coordinate and support the Region Clinical Quality and Patient Safety Section within the Quality Department. The responsibilities includes:
o As part of the overall Quality Strategy, coordinating the development and implementation of a Clinical Quality and Patient Safety Strategic Plan which reflects SEHA Corporate clinical and patient safety priorities and includes frameworks to effectively measure, monitor and improve outcomes; o Coordinating regional level taskforces to implement quality improvement and patient safety initiatives; o Contributing and supporting the Chair of Quality Committee to promote a culture of clinical quality improvement and patient safety, sharing of best practices to drive clinical quality and patient safety improvements and ensure shared learning across the region; o Coordinating the development of clincial guidelines, policy and procedures relevant to clinical quality and patient safety priorities; o Highlighting clinical quality and patient safety issues on behalf of the Quality Department and make recommendations for corrective action.
o Researching trends and new approaches for clinical quality and patient safety and advise on implementation of new methodologies.
Clinical Quality improvementand patient safety
- Coordinating and supporting the development and implementation of a quality measurement framework to identify, assess and mitigate risk and improve clinical quality and patient safety which is standardised and aligned with the major partners and stakeholders e.g. Joint Commission, DoH Muashir, Daman EBRP and SEHA Corporate Quality.
- Developing and aligning clinical quality and patient safety key performance indicators measurement both internally (i.e. SEHA KPIs) and externally (i.e. DoH Muashir KPIs) to enable benchmarking and improvement;
- Collaborating with various committees and subject matter expert taskforces to address clinical quality and patient safety priorities through development of clincial guidelines, policy and procedure and support implementation through clinical decision support or other methodologies.
- Monitoring compliance with performance measures and targets set, comparing against international benchmarks,and identifying improvement initiatives to address deficiencies across the region.
- Coordinating and supporting the development and implementation action plans related to any deficiencies in regions.
- Recommending educational initiatives to support quality improvement activity across the region and SEHA e.g. workshops/training on quality and patient safety.
- Aligning with SEHA Corporate Quality, BI Unit, IT and Health Informatics to facilitate the process for electronic capture of standardized clinical performance measures that cover all aspects of care delivery within and across the region.
- Recommending educational initiatives to support quality improvement activity across the region e.g. workshops/training on quality and patient safety.
- Participating in setting the strategic goals, objectives of the CQPS section in collaboration with relevant stakeholders and ensuring their alignment with the SEHA strategy and the RQD strategy.
- Participating in the implementation of the CQPS strategic goals and objectives as planned.
- Liaising and communicating with other departments, customers, suppliers and other service providers
- Ensuring that all necessary systems, policies and procedures are in place to satisfy all customer requirements and audits
- Supporting the CQPS team in facilitating regular committee and taskforce meetings with representatives from appropriate departments to support work needs.
- Attending various meetings in SEHA and its regions and act on/communicate instructions
- Staying current and up to date on any changes that may affect the efficient delivery of the role
- Supporting the CQPS team in identifying quality improvement opportunities within the organization
- Supporting the CQPS team in reporting on achievement of targets and identify any actions required
- Escalating issues / concerns to CQPS Section Manager appropriately.
- Attending relevant meetings
- Promoting effective communication strategies within the team and maintaining interdepartmental liaison where necessary
- Participating in internal & external meetings and discussions as required.
- Participating in development of unified policies and SEHA region initiatives.
- Communicating effectively with team members and supervisor.
- Participating in all team efforts as required time to time.
- Collaborating with other members of the team to carry out work smoothly.
- Participating in cross-functional teams and committees as appropriate
- Preparing technical reports on CQPS activity and presenting them to Regional Quality Chief / Director for onward submission to the relevent committee or department.
- Preparing performance improvement reports based upon on CQPS activity.
- Proposing recommendations and monitoring action plans.
- Preparing reports on CQPS examining trends and putting forth improvement recommendations for the Quality Department Director and Senior Management for review at the MOC meeting.
- Reporting real and potential CQPS issues to Regional Quality Chief / Director and advise on cause and corrective action plan.
- Participating in analyzing future opportunities and threats, assessing long term resource uncertainties and risks, and suggesting recommendations to executive management on how best to position SEHA for business.
- Promoting change in culture and processes that will promote alignment with the strategic goals of the organization
- Suggesting new ideas and managing special projects related to the Quality Department where appropriate
- Interacting with quality personnel at SEHA regions to ensure care is delivered and documented in accordance with prescribed practices, SEHA standards and core measure requirements.
- Providing consultative support and suggesting recommendations to the regions CQPS teams regarding CQPS related issues.
Collaboration with SEHA Region's Departments/ Sections and external stakeholders - Supporting SEHA Region initiatives (Service Line Councils, Committees, Taskforces etc.) as required
- Supporting DOH reviews, queries or projects (Jawda and others) as required
- Maintaining a strong working relationship with Region's departments and external regulatory authorities
- Coordinating and supporting CQPS related educational activities across Region's.
- Coordinating educational activities and providing education / support (act as point of contact and resource) for all SEHA regions for CQPS related matters
- Collaborating with other SEHA regions.

Qualifications
Qualification :-
Special Certificate:-
Required:- 4 - 6 years of experience in healthcare, excellence, safety or compliance.
- Demonstrated knowledge of clinical safety and good clinical practices is required.
- Experience in Large Healthcare facility.
