Reports To: Project Controls Manager / Project Manager
Job Purpose:
To provide effective cost control and analysis support to offshore oil and gas projects, ensuring that all project expenditures are monitored, forecasted, and controlled in line with project budgets and contractual requirements. The Cost Engineer plays a key role in supporting project management by delivering accurate cost data, variance reports, and supporting project decision-making.
Key Responsibilities:
- Develop and maintain detailed cost control systems and reports for assigned offshore projects.
- Track project budgets, commitments, expenditures, and forecasts using cost management tools and ERP systems.
- Analyze project cost performance, identify variances, and report trends to project and commercial teams.
- Support preparation of monthly cost reports, earned value reports (EVR), and forecasts to complete (FTC).
- Collaborate with planning and scheduling teams to ensure integration of cost and schedule data.
- Assist in evaluating project changes, variations, and potential cost impacts; provide input for claims and change orders.
- Participate in internal and client cost review meetings; provide timely, accurate cost status updates.
- Coordinate with procurement, engineering, construction, and finance teams to track committed and actual costs.
- Support development of cost estimates and budgets for new bids or ongoing project scope changes.
- Ensure all cost-related documents are properly filed, stored, and accessible for audits or project close-out.
Qualifications & Experience:
- Bachelor&aposs Degree in Engineering, Quantity Surveying, Finance, or related field.
- Minimum 46 years of experience in cost control, preferably in offshore Oil & Gas or heavy fabrication/EPC environments.
- Strong understanding of project cost management principles, budgeting, and cost forecasting.
- Experience with cost engineering tools and ERP systems (e.g., Oracle, SAP, IFS).
- Proficiency in MS Excel (advanced), Power BI (desirable), and Primavera (understanding of integration with cost).
- Familiarity with industry standards (e.g., AACEI) and offshore project environments.
- Excellent analytical, reporting, and communication skills.
- Ability to work under pressure and deliver accurate data within tight deadlines.
Additional Information:
- Offshore site visits may be required for progress validation or cost alignment.
- Must be adaptable to a dynamic, multicultural project team environment.
- Knowledge of fabrication yard processes and offshore construction phases is an advantage.
- PMP or AACEI certifications (e.g., CCP) are a plus.
