Job Description

Objectives:

Responsible for overseeing the review of financial accounting and closing process of all entities, their adoption of new accounting standards, and changes to existing standards, to ensure adherence with all procedural and legislative requirements.

Responsible for the strategic oversight of financial Systems and the integration of systems to support the organization's objectives. Responsible for overseeing the maintenance of the organization's financial systems, and its improvements, to ensure their effectiveness, efficiency, and alignment with business objectives.

Essential Duties
  • Contributing and supporting the Fiscal Policy of Abu Dhabi Government.
  • Responsible for overseeing the maintenance of Abu Dhabi Government financial Systems, and its improvements, to ensure their effectiveness, efficiency, and alignment with business objectives.
  • Leading and supporting the Harmonization Project for Policies, Processes, Procedures, and Financial Systems for GAD Entities.
  • Overseeing effective Financial System control (incl. ADERP, Cash Digital System, Hyperion, Power BI, Legacy, etc.)
  • Issuing Unified Accounting Policies, Unified Chart of Accounts and general rules to regulate and close the accounts.
  • Overseeing the continuous review of accounting systems and making recommendations with the aim of improving efficiency and increasing productivity
  • Overseeing and reviewing necessary recommendations to modernize systems and informing management of the necessary financial control procedures and mechanisms.
  • Ensure that accounting records are prepared and updated in accordance with the department's accounting policies, approved accounting standards, and relevant accounting principles and practices. This includes overseeing of the general ledger to ensure that all transactions are recorded correctly.
  • Providing necessary guidance, support, and training to the employees of the financial departments of Government Entities concerning implementation of the law and regulations issues in the finance Laws and DoF Circulations.
  • Determining and assessing the financial risks of the Government and proposing ways to address or reduce the likelihood & the impact of these risks.
  • Preparing and issuing the Financial Statements template for all Abu Dhabi Government Entities and other reports in accordance with the provisions of the law.
  • Prepare Financial Statements, reports on Financial Performance, Financial Risk, and any other reports requested by the top management.
  • Maintaining and developing comprehensive accounting standards for the Government of Abu Dhabi.
  • ·Directing and overseeing the adoption of new accounting standards by all entities with a detailed analysis of the impact assessment of each standard for all government entities.
  • Directing and overseeing development of a consolidated Fixed Asset Register of all ADGE with the aim to maximize utilization of government assets.
  • Oversee the non-commercial supplier registration process.
  • Oversee the Supplier Master Data management, and review recommendations to improve and automate the process.
  • Directing and overseeing filing and storage of all supporting documents and other official documents in line with DoF policies and procedures.
  • Leading the Team in ensuring all government entities have the necessary training and awareness of use of the financial systems and accounting and finance policies.
  • Reviewing and advising on the new development programs for all finance employees across all EC entities.
  • Directing the Team to work with all entities to identify and close gaps in alignment with the newly developed Abu Dhabi Government Financial Policy Manual.
  • Provide the necessary support to the direct supervisor and perform any other related tasks that are assigned.
Experience and Qualifications
  • Bachelor's degree in Finance/Accounting, or its equivalent.
  • A specialized certificate in the field of the job is preferred.
  • Preferable to have 10 to 12 years of experience in a similar field/position.
