Job Description
Education & Qualification:
- Degree or Diploma in Engineering, science or Occupational Health & Safety or equivalent from a recognized University (advantageous)
- Minimum NEBOSH International General Certificate in Occupational Health & Safety (IGC)NEBOSH or equivalent Level 3 Certification,
- Preferred ISO 9K,14K,18K/45k internal auditor certification
- First Aid and Firefighting training will be advantageous
Experience:
- Minimum 5 years of experience in FM/Construction/Oil and Gas/Manufacturing industry
- 3 5 years Middle east experience is a must
- FM Back rounded HSE assistants who is experienced in academic back round
- Willing to relocate in Al Ain, UAE
Roles , Responsibilities, Duties:
The Environment Health & Safety Specialists Roles and Responsibilities will include the following:
Maintain and oversee the implementation of Health and Safety internal policies, procedures and processes on campus, in coordination with Central Services. Drive a standardized and harmonized approach on EHS Management System across the campus to maximize efficiency and effectiveness of management system implementation.
Contribute to the EHS innovation solutions and applications in order to optimize the EHS operations and services within HCT.
Arrange and application for all the necessary licenses and permits (including Civil Defense license, Health authorities licenses, permit to practice hazardous waste management etc.,) in a timely manner to ensure smooth running of operations within campus.
Provide support to the General Services teams to manage the day-to-day safety requirements of Facilities Management projects on campus, in coordination with the central Health and Safety.
Provision of Total FM Services System Wide
Manage and coordinate the investigation of campus Health and Safety incidents to determine their root cause and provide recommendations to prevent reoccurrence in coordination with Central Services. Responds to emergency situations involving hazardous materials, fire and smoke incidents, or unknown hazards; prepares reports of findings and submits recommendations.
Develop and maintain incident records and coordinate with Central Services to provide them with the information required for them to consolidate and maintain a central master incident database.
Implement fire evacuation procedures (including exit doors, fire hose location, escape routes and assembly point) and first aid procedures for the campus, and oversee periodical emergency evacuation drills on campus.
Develop EHS and Sustainability training programs and awareness sessions including occupational safety and health workshops, to build the capacity within HCT community in EHS and ensure compliance with safety guidelines and procedures within campus.
Manages of EHS and Security aspects and programs (e.g., working place hazard analyses, hazardous waste management, chemical/biological safety, electrical safety, occupational Safety), conducts and/or oversees inspections and safety tours on college activities with responsibility to document results on daily, weekly, monthly, or otherwise scheduled routine in order to ensure compliance with international standards, governmental regulations and internal Health and Safety policies, procedures and processes.
Responsible for evaluate an EHS and Security performance and hazard assessments, identifications and determinations using a variety of complex evaluation methods, which may require solving problems inherent with the best available techniques.Makes initial determinations, evaluates need for further information and recommends the appropriate hazard controls and implementation methodology. Review and analyze injury frequency records, past compliance activities, compliance history, codes and standards as well as technical literature to determine optimal training frequency and delivery methods.
Represent the EHS aspects, topics and issues to all levels of college officials, outside campus including state regulators, vendors and others as it relates to specialty area. Maintains relations on compliance issues with college personnel, external organizations and regulatory bodies.
Manage and identify resources and develop opportunities and initiatives at the campus for community members to expand required safety, environmental and health program knowledge and skills.
Support on the development and embedding of environmental sustainability aspects and requirements into day to day activities and operations, programs, projects and initiatives. Identify environmental sustainability opportunities and share best practice
Support on the development and utilizing of technologies and innovative solutions into EHS fields like EHS risk evaluation, unsafe case tracing, waste management, Indoor Air Quality control, etc.
Manage and identify the projects and required resources related to EHS in order to maintain the EHS management System requirements or enhance any potential areas could affect the EHS performance at the campus.
Review, monitoring of implementation of EHS compliance assurance of the EHSMS, report the effectiveness of compliance assurance programs.
Continually maintain an appropriate level of awareness, knowledge and preparedness across the Division to create a culture that prioritizes effective HSE and balances overall associated costs. Review internal HSE policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and change existing, or develop new recommendations from these assessments.
Conduct EHSMS audits, recommend corrective actions and follow through on HSE areas for improvement.
Contribute to the EHS lessons learned and ensure effective communication of lessons learned and EHS alerts within HCT.
Provide regular, reliable EHS reports on time and determine the Corrective Action and Preventive Actions resulted for EHS monitoring on different activities within campus.
Provide the required arrangements and support on-site for the people of determination and special groups, ensure the campus access facilities and universal design are applied on site.
