Job Description

Job Title : Data & System Lead

Job purpose: Lead creating and maintaining transactional and operational reports and dashboards (for measuring and tracking volumes, cycle times, KPIs, and SLAs) in accordance with specific operating guidelines. Lead the on-going development of e-procurement/supply management systems and tools into end-to-end procurement process, including spend analysis, e-sourcing, e-contract management and requisition to pay.

Key responsibilities :

Data Analysis and Reporting
  • Lead the development of supplier and risk management tools/reports in conjunction with supply management team.
  • Supervise analyzing procurement data, highlighting risks and reporting insights.
  • Ensure creating weekly / monthly reports measuring various SLAs and KPIs for vendors and suppliers.
  • Lead the preparation of reports by collecting, analyzing, and summarizing information and trends.
  • Ensure responding to ad hoc inquiries from internal and external stakeholders and help with extracting data to create reports via Analytical tool such as Power BI
  • Supervise validating and verifying data sources with extensive testing to maintain high confidence level.
  • Ensure suggesting and making changes in existing processes and metrics measures to increase efficiency and effectiveness.
  • Supervise writing complex SQL queries to define data sources to be used independently (and/or for feeding into dashboards).
  • Ensure engaging with stakeholders to increase data driven decision making.
  • Lead in the creation of informative & actionable reports which highlight relevant business process inefficiencies and opportunities for improvement.
E Procurement/Supply Management
  • Supervise the operating of the relevant systems in compliance with the Department of Finance (DOF), Department of Government Enablement (DGE) and other local laws and regulations.
  • Well versed in Procurement Process along with Oracle Fusion Application
  • Lead the transformation for system automation to avoid manual steps by introducing RPA and/or similar approach
  • Ensure compliance of process and system or other tools, with global standards and regulations.
  • Ensure providing systems support during the tendering process for both internal users as well as suppliers.
  • Lead the analysis of the supply management systems market and identify potential systems/solutions.
  • Ensure writing system functional specifications aligned with procurement business needs.
  • Ensure automating and simplifying processes for reporting, measuring, and tracking metrics.
  • Ensure driving efficiency and optimization of resources activities by innovating new methodologies and automating manual processes.
  • Ensure providing systems support during the tendering process for both internal users as well as suppliers.
  • Lead continuous development and improvement of e-procurement systems from sourcing to settlement.
  • Participate in the capability's development of end users on a consistent and continuous basis to increase autonomy.
  • Supervise facilitating and supporting the project management of the selected system implementation, customization and integration.
  • Lead specific procurement projects as required to identify options and opportunities to achieve overall savings targets through innovative techniques (e.g.

  • Ensure maintaining policies, training materials and work instructions for any applicable systems.

Qualification and Experience required :

  • Bachelor's Degree in Business Administration or equivalent and preferably a master's degree.
  • 5 to 7 years of experience in Supply Management Data & Systems (with at least 3 years managerial experience)
Skills Required
  • Language: Full professional English and Arabic proficiency both in speaking and writing
  • Oracle Fusion Application
  • Skilled in MS Office (PowerPoint, Word and Excel)
  • High level of competency in relevant software applications
  • Administrative skills and attention to detail
  • Self-motivated with a proven ability to complete work in a timely manner
  • Ability to quickly integrate with existing business software tools and knowledge of other relevant industry software
  • Excellent written and verbal communication skill - including appropriate stakeholder alignment
  • Evidence of creating, implementing, and managing policies and procedures
  • Ability to multi-task and to prioritize work effectively
  • Knowledge of the principles, practices and techniques of Supply Management Data & Systems
