Job Purpose:
The Senior Manager - Takeover Management is a critical leadership role responsible for strategically leading and managing the end-to-end technical handover process of new developments and assets to Dubai Holding Community Management. This role ensures that all acquired assets meet stringent technical standards, specifications, and regulatory requirements before handover, facilitating a seamless and efficient transition for optimal long-term operation and maintenance.The Senior Manager will establish best practices, drive continuous improvement in takeover methodologies, and lead a team of takeover engineers, contributing significantly to DHCM&aposs asset integrity and operational readiness.
Key Responsibilities:
- Strategic Takeover Planning & Leadership:
- Lead the development and implementation of the strategic takeover framework and roadmap for new developments, aligning with DHCM&aposs growth objectives and asset acquisition plans.
- Establish and champion best practices, standardized procedures, and robust checklists for all technical takeover processes, ensuring consistency, efficiency, and risk mitigation.
- Provide expert technical guidance and strategic direction to the takeover team and cross-functional stakeholders throughout the handover lifecycle.
- End-to-End Takeover Management:
- Oversee the comprehensive technical takeover process of new developments, infrastructure, and assets from developers, contractors, and other stakeholders.
- Ensure meticulous review and verification that all assets are delivered in strict accordance with approved designs, specifications, quality standards, and contractual agreements.
- Direct and participate in thorough inspections, audits, and defect identification of assets during the takeover phase, ensuring all deficiencies are meticulously documented and rectified prior to handover.
- Coordinate and lead negotiations with developers, contractors, and consultants to resolve complex technical issues and ensure timely and satisfactory rectification of defects.
- Documentation & Compliance Assurance:
- Lead the review, approval, and management of all technical documentation related to acquired assets, including as-built drawings, operation and maintenance manuals, warranties, certifications, and regulatory approvals.
- Ensure strict compliance with all relevant local and international codes, standards, and regulations pertaining to building construction, infrastructure, and asset management during the takeover process.
- Manage and track all takeover-related activities, documentation, and communications using advanced systems and tools, ensuring audit readiness.
- Team Leadership & Development:
- Lead, mentor, and develop a high-performing team of Takeover Engineers and specialists, fostering a culture of technical excellence, accountability, and continuous professional growth.
- Provide ongoing coaching, performance feedback, and professional development opportunities to team members.
- Manage resource allocation, workload, and performance within the Takeover Management team.
- Stakeholder Collaboration & Communication:
- Collaborate effectively and strategically with key internal departments (e.g., Community Management, Operations, Legal, Finance, Digital Transformation & IT) to ensure a unified approach to asset handover and operational readiness.
- Cultivate and maintain strong, collaborative relationships with external stakeholders, including master developers, government authorities, utility providers, and key consultants.
- Prepare and present comprehensive, data-driven reports on takeover project status, risks, and compliance to the Executive Director - Center of Excellence and other senior management, translating complex technical information into actionable insights.
- Continuous Improvement & Innovation:
- Drive continuous improvement initiatives for takeover processes, leveraging lessons learned and implementing innovative solutions to enhance efficiency, quality, and cost-effectiveness.
- Stay abreast of the latest industry trends, technologies, and best practices in asset handover, technical due diligence, and smart community development.
- Health, Safety, and Environmental (HSE) Responsibilities:
- Ensure full compliance with DHCMs Health, Safety, and Environmental (HSE) Policy, governance framework, and standards by conducting all tasks according to HSE procedures, attending mandatory training, actively reporting hazards, near misses, or incidents, and utilizing appropriate Personal Protective Equipment (PPE) as identified in risk assessments.
Qualifications & Experience:
- Bachelors degree in civil engineering, Mechanical Engineering, Electrical Engineering, or a related engineering discipline. A masters degree in engineering, Project Management, or Real Estate Management is highly preferred.
- Minimum of 10-12 years of progressive experience in technical handover, construction management, asset management, or property development, with at least 5 years in a senior managerial or leadership role overseeing large-scale projects.
- Proven track record in successfully managing complex technical takeovers of multi-faceted developments (residential, commercial, mixed-use, infrastructure).
- In-depth knowledge of building codes, construction standards, infrastructure systems, and relevant local regulations (e.g., Dubai Municipality, RERA, DEWA, RTA).
- Experience in leading and developing technical teams.

- Excellent communication, negotiation, and interpersonal skills, capable of influencing and engaging diverse stakeholders at all levels.
- Proficiency in project management software (e.g., MS Project, Primavera), AutoCAD, and relevant asset management systems.
- Strong contract management and technical documentation review abilities.
- Valid UAE driving license is essential.
