Job Description
Position Summary
We are seeking an accomplished civildiscipline Project Director for major oil & gas developments in the UAEs or similar industry. The role oversees civil construction works for a fast track EPC project with construction packages ranging from large to mega scale (> 4,000 craft workforce), ensuring safe, onschedule, and withinbudget delivery in strict alignment with ADNOC codes, PTW, and stakeholders expectations.
Qualifications- Education: B.Sc. (Civil Engineering) or equivalent; PMP or AACE CCP desirable.
- Total Experience: 20 years, with 15 years in projectmanagement leadership roles.
- Sector Exposure: Diversified oil & gas portfolio (onshore process plants, offshore platforms, pipelines).
- Company Background: Majority career spent with tierone construction contractors; direct interface with international EPC firms.
- Project Scale: Proven record managing projects > AED 1 bn CAPEX and crews of 3,000.
- Technical Breadth: Substations, heavy foundations, bulk earthworks, GRE/GRP underground piping, buildings MEP, fitout, and brownfield tieins.
- Regulatory: Deep working knowledge of ADNOC safety regulations, PTW, and UAE municipal codes.
- Commercial: Contract administration, claims/dispute resolution, cost control, and earnedvalue management.
- Soft Skills: Excellent English communication and reportwriting; Arabic advantage; strong leadership and negotiation abilities.
Key Responsibilities
HSE & ADNOC Compliance
Champion HSE standards, PTW, SIMOPS and LifeSaving Rules.
Drive zeroincident culture across multinational workforce.
Lead safety audits and emergency drills.
Project Governance
Set up PMO controls (scope, schedule, cost, risk, quality).
Approve baseline budgets and cashflow forecasts; maintain CPI/SPI > 0.95.
Prepare monthly executive dashboards, variance narratives, and mitigation plans.
Construction Management
Direct field execution of substations, stickbuilt foundations, earthworks, underground GRE networks, and buildings MEP.
Coordinate lifting studies, method statements, temporary works, and interface points between onshore/offshore scopes.
Contract & Commercial
Administer contracts and major subcontracts; issue change orders, claims, and closeouts.
Negotiate with international EPC contractors on behalf of the construction entity.
Protect company entitlement in alignment with FIDIC/ADNOC terms.
Stakeholder & Interface
Liaise with ADNOC representatives, PMC, engineering consultancies, and local authorities.
Chair weekly progress/technical meetings; resolve interface clashes.
Maintain positive community relations in Western Region concession areas.
People & Resource Management
Plan and mobilize a multicultural workforce of 4,000 + craft and staff.
Mentor construction managers, planners, and cost engineers.
Promote continuous improvement and lessonslearned capture.
