Bilingual Legal Counsel – Public Policy Department – Government Entity – Dubai

Job Description

This role supports efforts to promote a favourable and competitive business environment in line with the organisations strategic objectives and the broader vision of the UAE government.

Key Duties & Responsibilities:

• Conduct in-depth research and policy analysis to identify emerging issues and support the development of advocacy initiatives aligned with the Chambers strategic priorities.
• Prepare legal and policy briefs, studies, and background papers to inform internal decision-making and external advocacy efforts.
• Collaborate with internal departments, government entities, industry groups, and strategic partners to support stakeholder engagement activities.
• Coordinate and participate in consultations, meetings, and forums to gather insights, align positions, and contribute to consensus-building on relevant policy matters.
• Provide legal and regulatory context during policy discussions to enhance understanding among internal teams and external stakeholders.
• Support the formulation of policy recommendations, including proposed amendments to existing regulations or the development of new policy proposals that reflect business community interests.
• Track and report on the status and impact of advocacy initiatives, contributing to performance monitoring and continuous improvement efforts.
• Stay updated on national and international policy developments relevant to the Chambers focus areas, and provide timely updates and analysis as needed.

Policies, Systems, Processes & Procedures:

• Contribute to the identification of opportunities for the continuous improvement of departmental systems, policies, processes and practices considering international leading practices to improve productivity and operational efficiency.
• Provide critical input to support the development of Departments systems, policies, processes, and procedures to meet business requirements.
• Ensure team members comply with all Departments policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.

Quality, Health, Security, Safety & Environment:

• Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Department to guarantee employee safety and delivery of high-quality services.

Reporting:

• Ensure that all departmental reports are prepared timely and accurately and meet Dubai requirements, policies and quality standards.

Minimum Qualification:

• Bachelors degree in law

Minimum Experience & Skills:

• 3 - 8 years of experience in relevant field
• Experience in lobbying for advocacy topics; International experience is a plus
• Demonstrated knowledge about relevant digital advocacy topics at Federal and Dubai level
• Understanding of the legal landscape in Dubai and UAE implications of policy changes
• Proven track record of managing government relations with senior stakeholders
• Relationship management
