Senior Manager - Development (Healthcare Projects)

Role Overview:

We are seeking a highly experienced Senior Development Manager with a strong background in the planning, design, and delivery of healthcare facilities, including hospitals, medical centers, clinics, and rehabilitation spaces. The ideal candidate will lead the end-to-end development lifecycle from feasibility and design management through to construction oversight and operational readiness while ensuring compliance with international healthcare design standards and MOH / DOH regulations.

Key Responsibilities:

• Lead the planning and execution of healthcare real estate projects, including hospitals, clinics, and specialty medical facilities.
• Manage all stages of development: feasibility, business case, authority approvals, design, procurement, construction, and handover.
• Coordinate with design consultants, operators, government bodies (e.g., MOH, DOH), and internal stakeholders to ensure healthcare-specific requirements are met.
• Oversee design review processes to ensure alignment with clinical workflows, infection control, MEP integration, and medical equipment planning.
• Manage project budgets, timelines, and risk profiles to ensure successful delivery against KPIs.
• Interface with regulatory authorities for licensing, healthcare code compliance, and commissioning procedures.
• Lead value engineering, sustainability, and future-proofing strategies.
• Support strategic partnerships with healthcare operators, medical tenants, or JV partners as required.
• Oversee project reporting, development dashboards, and presentations to C-suite or Board-level stakeholders.

Requirements:

• Bachelors degree in Architecture, Civil Engineering, or related field (Masters preferred).
• Minimum 10+ years of experience, with at least 5 years in healthcare-focused projects.
• Proven track record delivering complex healthcare or mixed-use developments.
• Strong design management, project delivery, and stakeholder coordination capabilities.
• Knowledge of healthcare MEP systems, infection control zones, and clinical planning.
• Experience working with or for healthcare operators (private or government) is a plus.
• Fluent in English; Arabic is an advantage.

Preferred Experience:

• Projects such as hospitals (secondary/tertiary care), ambulatory clinics, rehabilitation centers, or medical office buildings.
• Familiarity with real estate development with healthcare tenants/operators.
• Experience in UAE, Saudi Arabia, Qatar or Oman highly desirable.
