Employment: Full Time

QHSE Officer will be responsible to carry out all assigned activities related to the Integrated Management System for School Transport Services LLC and its subsidiary units. The ideal candidate is an exceptionally organised professional with the experience necessary to take our services to the next level concerning the Road Traffic Management System, Quality, Health, Safety and Environment.

The incumbent will be in charge for developing a complete QHSE program that safeguards our products and Service quality and fosters a "QHSE culture," for all employees to become actively engaged in guaranteeing Quality and HSE in both transport operations and customer service.

The role holder needs to be a strong and capable professional with excellent organisational and people skills who can provide STS with QHSE advice and support to ensure we continue to operate in a Safe, Timely and Smart way for our customers, employees, and the citizens of the region.

Responsibilities
  • Liaise with operations staff regarding QHSE matters relating to service delivery.
  • Interact with internal customers to identify opportunities to improve QHSE standards and establish feedback with different stakeholders.
  • Assist internal stakeholders in the formulation and implementation of safe systems at work.
  • Report QHSE performance and any arising nonconformance to the "Accountable Manager" regularly ensuring the proper recording of needed actions are in line with agreed standards and practices.
  • Be involved in guidance and preparation of safety instruction, training and exercise.
  • Act as the coordinator and point-of-contact for all internal audits and departmental documentation.
  • Implement, manage and maintain the STS Integrated Management System (IMS) according to ISO standards and organisation requirements.
  • Conduct Hazard Identification, Risk Assessment and IMS Audits.
  • Monitor, establish, prepare and review Risk Registers, and follow up on implementing control measures to mitigate the risks to an acceptable level or eliminate them if applicable.
  • Monitor and ensure that all Quality, Health & Safety and Environmental legislation is complied with and provide a safe working environment for all staff.
  • Develop and manage Internal audit, Fleet Inspection and Site observation Planner.
  • To monitor the industry regulatory changes and initiating compliance actions as required. Update line management on new legislation.
  • Coordinate all activities related to Quality, Health, Safety and Environment function and provide technical support in all issues related to QHSE and ensure compliance with organisation's IMS, local regulations and Client Contractual SLA & KPI's.
  • Carry out regular Weekly / Monthly QHSE inspections, lead and advise the respective managers and supervisors on the best realistic and reasonably practicable controls.
  • Be involved in guidance and preparation of safety instruction, training and exercise.
  • Report weekly and monthly activity schedules and performance against KPI to Manager QHSE.
  • Create "Safety Cultural Awareness" by proactively acting to promote safety system and accident prevention methods across the entire organisation, focusing on risk management, predicting possible safety hazards, preventing road traffic accidents, and considering human factors.
  • Lead and conduct Incident Investigations and recommend robust corrective and preventive action plans, reviewing policies and procedures if required.
  • Maintain STS Emergency Response Plan (ERP) following organisations IMS Manual and carry out Emergency plan exercises periodically.
  • Conduct Continuous Improvement of IMS.
  • Identifying QHSE-related training needs and conducting/coordinating staff training.
  • Promote a QHSE culture across the organisation to increase employee awareness of their roles in ensuring safety and quality and ensure that all staff contribute fully to continuous service quality and HSE improvement.
  • Manage ongoing performance development programmes for Quality Assurance Team Inspectors, using training needs analysis to identify required competencies and coordinate training.
  • Maintain Quality Assurance Team Inspector's job results by coaching, counselling, and disciplining employees; planning, monitoring, and appraising job results.
  • Monitor and ensure QHSE external training in coordination with the Human Resource Team.
  • Conduct, monitor and ensure HSE Toolbox Talks, job-related briefings, induction training for STS Group employees and other contractors.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Provide inputs to the Line Manager on improvement projects;
  • Liaise with internal stakeholders at regular interval to identify improvement projects and reduce controlled premise accidents;
  • Meet QHSE financial objectives by estimating requirements; adhering to an annual budget; scheduling expenditures; analysing variances; initiating corrective actions.
  • Implementation of QHSE objectives;
  • Provide input to the annual risk assessment review and legal requirements;
  • Provide input required for completing IMS questionnaires based on customer/client requirements, or as required by the Business Development department.
  • Develop all the required documentation, operational checks and reports for QHSE.
  • Preparing QHSE performance data for statistical or trend analysis and report compilations as per department needs or Management review purpose and draw attention to significant trends and occurrences.
  • Promote a positive QHSE and passenger security culture among peers, employees, visitors and customers.

Requirements:

  • 3+ years of experience in the field of QHSE domain;
  • Graduate degree with NEBOSH IGC certification;
  • ISO 9001:2015 Lead auditor preferred;
  • Able to provide detailed audit reports, with relevant required preventive and corrective measures;
  • Should have excellent analytical and MS Office skills;
  • Possess excellent training and report writing skills;
  • Outstanding interpersonal and communication skills;
  • Experience in implementation of IMS.
  • Be active, energetic, challenger of status quo, innovative, take initiatives, be self-driven, confident, and work with minimum supervision.
  • Be able to work and handle pressure during audits, incidents and government inspections.
Essential Experience
  • Minimum of five (5) years experience in transportation operations, three (3) years of which must be in a QHSE or similar role.
  • Demonstrated high level of interpersonal skills and proven ability to communicate within the team effectively;
  • Able to work in multi-cultural teams.
  • Must have a working knowledge of tools, methods and concept of Quality.
  • Exposure to Six Sigma methodologies will be an added advantage.
