Chief Technology Officer – Public Sector
Job Description
Rare opportunity to drive the Transformation process of one of the major government entities in the emirate of RAK, aiming to becomea forward-thinking, technology-driven entity and a customer-centric organization.
This transformation involves enhancing technology infrastructure, digital services, and innovation capabilities, driving initiatives such as:
- Digitalization of services and streamlining service access through digital channels
- Revamping customer journeys for a seamless experience
- Monitoring service delivery performance for continuous improvement
The Chief Technology Officer will serve in an advisory and leadership capacity to reshape the technology landscape, ensuring innovation, efficiency, and resilience across all operations. The CTO will be instrumental in defining and delivering the overall technology strategy, driving modernization efforts, and leading digital initiatives that align with the municipalitys broader goals of service excellence, operational agility, and citizen-centric governance.
Key responsibilities:
- Lead technology strategy and digital Transformation definition and planning
- Develop and implement communication strategies that enhance the internal and external technology experience
- Cascade and communicate technology objectives and performance metrics to internal departments and external partners
- Adopt best practices for communication channels, including digital platforms, applications, and emerging technologies
- Oversee the technology feedback and concerns management platform, ensuring stakeholders can easily submit and track their input
- Shape design and architecture of the new digital services and systems
- Lead the delivery of system changes throughout the group
- Lead the Systems support and IT Operations, including workplace services
- Responsible for Cyber security and compliance throughout the organization
- Shape Data strategy and execute roadmaps for Data management and Data offerings
- Support the development of the required technology budget and make investments in all relevant new technologies
- Collaborate with the business and all stakeholders in delivering an end-to-end Digital Transformation Roadmap
- Spearhead innovation and promote successful technology adoption and change management
- Foster collaboration between stakeholders to manage the digital transformation roadmap
Key requirements:
- Willing and able to work in the Emirate of RAK
- Understanding of regional culture and administrative dynamics in the Middle East
- Good understanding of public service processes, digital governance, regulatory compliance, and service-level management
- Ability to communicate complex technical concepts in clear, business-oriented terms
- Strong interpersonal and influencing skills; experienced in engaging with executive leadership, government entities, vendors, and community stakeholders
- Masters degree in Information Technology, Computer Science, Engineering, or a related field
- Additional executive education or certifications in Digital Transformation, Cybersecurity, or Enterprise Architecture (preferred)
- Minimum of 20 years of progressive experience in technology leadership roles, including 10+ years at the executive level
- Proven track record in leading digital transformation in complex organizations, preferably within government/public service sectors
- Preferred experience with government IT systems, including citizen-facing service platforms
- Strong functional and strategic knowledge of SAP platforms, including ERP, SAP S/4HANA, and industry-specific modules for municipalities
- Experience implementing or overseeing CRM platforms, particularly for citizen service delivery and case management
- Expertise in enterprise architecture, modern software development practices (Agile, DevOps), cloud-native systems, and API ecosystems
- Strong foundation in IT infrastructure, data centers, hybrid/multi-cloud environments, and network security
- Demonstrated leadership in building and managing cybersecurity strategies, governance frameworks, and compliance programs
- Familiarity with NESA, ISO 27001, GDPR, and local cybersecurity regulations
- Experience in shaping and executing enterprise data strategies, including data governance, quality, master data management, and advanced analytics
- Familiarity with data platforms, BI tools, AI/ML use cases in government, and open data policies
- Proven ability to lead large-scale technology programs and drive change management in multi-stakeholder environments
- Expertise in project portfolio management, prioritization frameworks, and benefits realization
- Exposure to emerging technologies such as IoT, digital twins, blockchain, and smart city platforms
- Capability to lead innovation initiatives, pilots, and scaling of digital public services
