Role Mission
Own end-to-end delivery of CATEC's EV charging infrastructure projects in The UAE
- from utility authority approval through commissioning and handover
- so that Client sites go live on schedule, on budget, and right-first-time.
- Deliver 100 % of assigned EV charging sites on agreed scope, schedule and budget - typical portfolio: 8-15 concurrent sites ranging from AC 11 kW installs to multi-stall DC fast-charging hubs (120-1000 kW) and byond.
- Close authority approvals across TAQA, DEWA / FEWA / SEWA with zero re-submission cycles caused by avoidable errors - measured by first-pass approval rate.
- Reduce average authority approval cycle time by 25 % through templated submissions, pre-engagement, and consultant management.
- Manage sub-contractor performance against a published RAID + KPI scorecard; protect CATEC's margin and HSE record.
- Hand over sites to Client Operations with complete as-built documentation, O&M manuals, warranty registers, and HSE close-out files - measured by zero hand-over rejections.
- Run the project lifecycle: kickoff, design coordination, BOQ validation, procurement, mobilisation, execution, commissioning, snagging, handover.
- Lead utility authority submissions: load applications, SLDs, ELVs, civil drawings, transformer / substation interface, NOC chasing.
- Liaise daily with TAQA, DMT, ADM, DPM, OSHAD and other Emirates Authorities inspectors / consultants - keep them moving.
- Manage vendors and sub-contractors: civil, electrical, fibre / telecoms, signage. Tender, award, supervise, certify.
- Maintain project controls: schedule (MSP / Primavera or Zoho Projects), cost log, change orders, RAID register, weekly client + internal reports.
- Run site HSE in line with OSHAD v4.0 + TAQA Distribution standards - toolbox talks, PTW, LOTO, near-miss logging.
- Coordinate with CATEC's commercial team on customer-facing milestones, snags, and acceptance.
- Use CATEC's stack
- Zoho Projects, Zoho Books (cost actuals), Zuper (field service), Zoho CRM, Gallabox (WhatsApp comms), Microsoft 365
- to keep status, costs, and comms in one auditable trail.
Requirements
Must-Haves (Non-Negotiable)- Bachelor's degree in Electrical Engineering (BEng / BSc Electrical Engineering or Electrical & Electronics) from a recognised institution.
- 3-5 years of full-cycle project management experience on MEP projects in Abu Dhabi specifically. Generic GCC experience without UAE delivery does not qualify.
- Demonstrable, hands-on authority approval track record across at least three of: TAQA, ADDC, AADC, DEWA, FEWA, SEWA. Candidate must be able to walk through a real submission they personally closed.
- Power Distribution system expertise - LV / HT cabling, sizing, voltage drop, protection co-ordination, transformer / DB / ATS / metering, earthing, SLDs. We will test this in interview.
- Working knowledge of IEC standards relevant to power and EV charging (IEC 60364, IEC 61439, IEC 61851 family).
- Sub-contractor and vendor management - tendering, award, supervision, certification, claims defence.
- Contract management literacy - FIDIC variants, UAE NOC / permit landscape, basic claims handling.
- Excellent English (verbal and written) - site, client, and authority interactions.
- UAE driving licence (transferable acceptable) - non-negotiable for a site-based role.
- Already in the UAE or able to mobilise on a transferable visa within 30 days.
- IT-fluent: MS Office, MSP / Primavera, Zoho stack or willingness to learn it quickly.
- Direct exposure to EV charging infrastructure (AC and DC) - siting, civil works, energisation, OCPP-aware commissioning.
- Experience with TAQA Distribution standards and OSHAD v4.0 as the project owner side, not just consultant side.
- PMP / PRINCE2 / CAPM certification.
- OSHAD competent person / IOSH / NEBOSH IGC.
- Familiarity with Zoho Projects, Zoho Books, Zuper.
- Previous employer is a UAE-licensed MEP contractor, utility, EV CPO, or specialty EPC.
- It is not a desk-based PMO role. You spend 50-60 % of your week on site or in authority offices.
- It is not a pure-sales role. Internal commercial team owns sales.
