Job Description
Oversees all quantity surveying activities for mechanical works, ensuring accurate measurement, cost control, and contract compliance. Coordinates with contractors and project management to manage payments, variations, and final accounts.
Key Responsibilities:
Contract Management & Administration- Manage contract administration, including reviewing contract terms and procedures from both client and contractor perspectives.
- Ensure compliance with contract conditions and maintain proper documentation.
- Assess Project Manager instructions against contract terms, reconcile with contractors/subcontractors, and resolve variation issues.
- Review drawings, executed quantities, and measurement sheets submitted by subcontractors, verifying discrepancies against invoices.
- Provide guidance on contract measurement methods to ensure contractors are accurately paid for actual work performed.
- Prepare and review bills of quantities (BOQ), handle measurement queries, and ensure accuracy.
- Discuss and negotiate rates with contractors for new work items not covered in the BOQ and submit rates for Employer approval.
- Review site measurements after changes and incorporate adjustments into payments.
- Evaluate actual work progress to determine amounts due in Interim Certificates.
- Examine, control, and evaluate subcontractor invoices to ensure contractual obligations are met, and advise project management on payments.
- Verify payment applications against agreed measurements and subcontractor/supplier invoices.
- Prepare and review monthly and quarterly reports, advising Project Manager/Employer on all contractual matters, including disputes, defaults, and claims.
- Consolidate and review all financial documents to ensure complete project cost information for the Final Account.
- Maintain records of agreed measurements, item rate variations, and ensure compliance with client-authorized rates.
- Execute all post-contract duties, including measurements, preparation of variation orders, analysis of design changes, interim valuation certificates, final accounts, and evaluation reports.
Required Qualifications & Competencies:
- Bachelor's degree in Mechanical/Industrial Engineering or equivalent.
- Minimum 12–15 years of experience in quantity surveying, with at least 6 years in a senior position within the Oil & Gas industry.
- Proficient in interpreting contract documents, project specifications, and industry codes.
- Strong experience in Excel and database management tools.
- Exceptional analytical skills with high attention to detail.
- Excellent written and verbal communication skills, able to interface effectively with engineers at all levels and across multiple functions.
- Strong work ethic, commitment, and problem-solving abilities.
- Effective team management and leadership skills, with the ability to communicate clearly with both team members and senior management.
- Demonstrated integrity, passion for teamwork, continuous learning, and process improvement.
- Strong influencing skills and ability to negotiate or coordinate with multiple project functions.
