Job purpose
Provide input to develop and implement the environmental program in operations department with interpretation of a wide range of environmental audit, inspection, investigation and testing activities at various operations to cover such issues as airborne contaminants measurement, physical agents testing (noise), air quality, effluent quality, handling and management of toxic and hazardous waste, etc., with a view to ensure that environment is maintained at the optimum level of safety, health and environmental standards.
Report undesirable conditions and implications thereof together with recommendations for improvement in order to achieve departmental policy objectives on environmental protection. Coordinate environmental management system (ISO-14001 standard) implementation activities at site.
Perform advisory functions at the level established by management. Coordinate all operational activities in his area, in consideration with increased interconnections and interdependence with the new plant facilities/other areas.
Key accountabilities- On basis, carries out monitoring of plant discharges (flaring, emissions and liquid effluents to environment) and report to management with reasons for any deviation and improvement.
- Implements, evaluates and provides professional advice on environmental programmes including environmental management system (ISO 14001) for control of all environmental factors that are known to be or suspected of being hazardous to health and environment.
- Establish and review calculations for quantification of flaring and emissions.
- Develop and provide support to the establishment of measurement and monitoring systems and software for flaring and emissions.
- Supervise and evaluate the data generated for daily, monthly, and annual environmental reports.
- Plans, advise and assists in conducting environmental ambient air quality monitoring and emission source testing to determine major sources of airborne contaminants.
- Recommends appropriate environmental sampling equipment and instruments for the environmental protection and management and supervises and trains field staff on all environment protection and management issues.
- Participates and advises in environmental planning, budget and scope of work preparation.
- Participates and advises in sustainability report preparation.
- Advises on waste management, prepares annual waste projection and coordinates with various departments.
- Advises on effluent treatment and sampling and analysis of effluent.
- Review operational processes and plant performance in key areas to ensure adequate technical support to operations division to resolve problems and maintain high plant reliability.
- Lead/participates in integrity reviews, HAZOP studies, HSE reviews, studies and assessments.
- Reviews and guides plant trip analysis, incident investigations and associated reports.
- Plans and coordinates the operations support during the plant overhauls including shut-down preparation, catalyst replacement/inspection of major equipment and provide inputs for issuance of operations overhaul report and start-up assistance. Maintains proper communication/liaising with ADNOC Offshore, ADNOC Gas Processing and ADNOC with regards to gas supplies and other items related to technical activities.
- Coordinates with process engineering division as well as outside consultants/vendors on chronic and complex difficulties or potential problems.
- Reviews daily flaring profile and proposals for remedial actions to ensure minimum flaring.
- Review, discuss and advise TLOS on packages, new project schedule and expenditure phasing.
- Identify plant improvement opportunities and facilitate the modification to improve the cost, availability and reliability of plant.
- Plant performance analysis and failure investigations in key areas to ensure support to shift operations to resolve problems and maintain high plant reliability.
- Advises plant maintenance department, engineering and other divisions on complex technical matters related to operations.
- Perform as subject matter expert in GAP analysis panels for evaluating personnel for promotion.
- Coordinate and liaise with other departments regarding work activities in assigned plant areas.
- Assist shift teams during emergencies as per emergency response procedure in safe isolation and restoration of normalcy.
- Monitor status for all units within his area, to ensure that all of the equipment is maintained in the best condition in relation to safety and performance giving emphasis to minimize environmental emissions and flaring.
- Direct shift operation crews in the application of the ADNOC GAS HSEMS system and processes under his ownership. Promote HSE awareness among his team and maintain good safety standards during work activities by other departments.
- Ensure compliance to all management tools like AIPS HSECES, RCM, DGS, MOC etc., (ensure all supporting documents required are provided and follow-up on shortcomings).
- Ensure effective functioning of connected worker system, review and initiate appropriate actions based on the field monitoring results.
- Participate in the performance appraisal of personnel, conducting technical interviews, preparing and maintaining a detailed shift log.
- Take action to intervene and stop any unsafe activity or non-compliance with HSE requirements, if witnessed, and report the incident - regardless of your position or that of the transgressor.
- Bachelor degree in chemical/petrochemical/mechanical engineering or equivalent.
- 8 years of experience in the oil refining or gas/petrochemical industry with at least 3 years in a senior supervisory capacity with DCS control system experience.
- Thorough knowledge of the standing instructions and operating procedures pertaining to the assigned area.
- Excellent problem solving and decision-making skills with proven analytical ability.
- Good coordination skills.
- Good IT skills.
- Good interpersonal and communication skills.
- Good knowledge of written and spoken English.
- Lead Auditor Course and certified for ISO50001 or ISO-BMS.
- Advanced process simulation/modelling (ASPEN HYSYS).
- Certified HAZOP Leader.
- Certified RCA/SIL Facilitator.
- Certification in decision making skills, risk analysis, HAZOP, HAZID.
