HR and Administration Manager

Our Well regarded Infrastructure contracting client has a new requirement for a well experienced HR & Administration Manager to join their team in Abu Dhabi, UAE. Successful candidates will have extensive HR and Administration Management experience must have worked in a large scale construction company (+1000 employees both blue and white collar) company and environment previously and have relevant experience in handling labor compliance, large scale recruitment and workforce management.
This role is available for immediate joining and is a direct hire, permanent opportunity employed directly by our client.
Responsibilities:
- Reporting to CEO, the HR & Administration Manager will oversee comprehensive HR and administrative functions, including recruitment, employee mobilization, welfare programs, strategic HR planning, overseeing company IT functions, Maintaining ERP functions across the company and training initiatives. This role requires a proactive approach to managing HR operations and ensuring alignment with organizational goals.
- Recruitment and Onboarding: Develop and implement recruitment strategies to attract top talent. Manage the full recruitment cycle, including job postings, screening, interviewing, and selection. Coordinate onboarding processes to ensure smooth integration of new employees. Maintain relationships with recruitment agencies and job boards.
- Employee Mobilization and Welfare: Oversee employee mobilization processes, including relocation and visa arrangements. Develop and manage employee welfare programs to enhance job satisfaction and retention. Address employee concerns and grievances promptly and effectively. Implement initiatives to promote a positive work environment.
- Strategic HR Planning: Develop strategic HR plans aligned with the company's long-term goals. Conduct workforce planning and talent management to ensure future staffing needs are met. Implement succession planning to prepare for key role transitions. Align HR initiatives with business objectives to support organizational growth. Planning of Emiratization as per legal updates are on yearly basis and implementation. Annual Performance Appraisal of company employees and getting feed back from all the departments for Management review.
- Training and Development: Identify training needs and develop training programs to enhance employee skills. Coordinate with Department Managers / Project Managers and deliver training sessions, workshops, and seminars. Monitor and evaluate the effectiveness of training programs. Foster a culture of continuous learning and professional development.
- HR Policies and Procedures: Define, implement, and manage HR policies and procedures. Ensure compliance with employment laws and regulations. Develop and maintain annual appraisal systems and job descriptions. Regularly review and update HR policies to reflect best practices.
- Staff Management: Supervise and manage the entire staff of HR and administrative, IT & ERP sections. Conduct performance evaluations and provide feedback. Foster teamwork and collaboration within the HR department. Address any staff-related issues and provide coaching and support.
- Administration: Oversee office logistics, police rental fleets vehicle renewals and facilities management. Implement administrative policies and procedures. Manage Company licenses and ensure timely renewal. Manage project site offices renewals, Camps, Manage office budgets and expenditures. Coordinate with external vendors and service provider. Oversee the hotel bookings and Travel bookings related to official trips, on-board employees (Cat A/B).
- IT & ERP Section Management: Oversee the IT section day-today functions, maintaining sufficient IT assets including servers to support HO & Site operations. Ensure the availability legal software applications & maintenance of licenses. Manage the ERP related process of company business activities and ensure its smooth functions. Anticipate IT & ERP related updates and make forward planning to install the required system updates.
- Medical Insurance: Ensure timely renewal and maintenance of Medical Insurances of all the employees as per the categories. Assisting employees to get timely medical reimbursement from the insurance agencies.
Requirements:
- Minimum of a Bachelor's degree in HR, Business Administration, or related field.
- 15+ years of HR experience, including 5+ years in construction or contracting
- Experience in defining, implementing, and managing HR policies and procedures.
- Proficiency in HR systems (e.g., Oracle, SAP, Microsoft Dynamics).
- Excellent computer skills, particularly in Excel and database management.
- Knowledge of UAE employment laws and practices.
- Strong English communication skills (Arabic beneficial).
- Organizational, interpersonal, training and coaching skills.
- Experience in managing individuals within a team
Salary: AED 20,000 to 26,000 per month inclusive of fixed allowances.
