About the job
Responsible for preparing and drafting marine units scope of work based on project needs such as but not limited to cargo barges, jackup barges, DP2, conventional, tugs, AHTS, DSVs, MPSVs, MultiCats, shoal busters and crew boats. These marine units scopes should cover the project requirements as well as ensure all aspects of the area authority and fields standards are met.Candidate is to be well versed with the latest standards and requirements for the UAE Flag, ADNOC Offshore (ASMV, SIMO, LIMS, JUIMS etc.) as well as PPA requirements. Acts as a liaison between the commercial tendering team and the end users to facilitate all clarifications as well as attending to the inspection and other requirements prior and post award for efficient operations.
To provide full support to barge fleet department to assure ADNOC L&S with the highest emphasis on safety and routine daily jobs related to office and associated equipment, offshore operators and documentation.
Key accountabilities- Focal point at Abu Dhabi office for any support required for barge fleet operations; primary responsibility is to coordinate and support all operational requirements of barge fleet operated by the company.
- Provide technical support to the barge superintendent and engineers by liaising with various internal stakeholders within the company and with the contractors.
- Barge and vessel requirement of materials (operational materials and consumables).
- Creating MRs, PRs, and call of orders for any requirements for the barge fleet.
- Arrange air tickets with specified travel agency as per company procedure upon the request from the site employees.
- Coordinate with warehouse and arrange materials upon request received from sites.
- Arrange the necessary training for all members (HSE and work related).
- Preparation and follow up of crews' rotational cycle.
- HSE requirement and implementation.
- All general requirements such as security pass, Abu Dhabi port pass entry permits to be arranged in time.
- All the tools and equipment to be arranged either from warehouse or generate local order to facilitate daily operations.
- Maintain record for jackup barge and cargo barge as well as provide support to technical team for preparing the tender document of technical specification for any purchases.
- Ensure documentation of all requisitions for barge fleet with split of individual barges.
- Prepare revenue calculation for the barge fleet department and present to manager.
- Timely collection of the tender documents.
- Review of initial tender/bid documents to assess company ability to participate in competitive quotation.
- Prepare the tender summary for the management.
- Prepare and manage timelines for all formal tenders.
- Work with operations representatives, subcontractor representatives and management decision makers to provide all the information requested in the tender document.
- Comply with all contractual obligations, agreements, and requirements.
- Provide responses to tenders professionally meeting deadlines.
- Complete client paperwork accurately.
- Responsible for following-up with miscellaneous quotations and miscellaneous tenders submitted.
- Participate in negotiation and clarification phase with customers during bidding process.
- Ensure all tender-related documents are controlled and archived properly.
- Assist team leader to collate, review, distribute and manage subcontractors and negotiate the best commercial value with lowest risk.
- Ensure all tender and contract development activities are in accordance with ADNOC L&S procedures.
- Maintain reports including HSE performance, utilization of barges, maintenance days, consumption data, off-hire statistics etc.
- Prepare statistical presentations for management as needed.
- Provide regular support to division leads for day-to-day operational needs.
- Ensure modifications are done in a professional manner, consistent with statutory rules, recorded, and approved by management and relevant regulatory authorities, including the recording of weights for maintenance of vessel stability and load line requirements.
- Support in setting up facilities and necessary equipment in the marine coordination office.
- Provide input regarding procurement.
- Responsible for providing day-to-day training as required of national personnel.
- Assist the OIM in any emergency.
- Assist in maintaining the legislative library.
- Make recommendations for continuous improvement to the Integrity Management System (IMS).
- Must be ready to work in mainland and offshore environment as well.
- Must be able to work without constant supervision as per the system demands.
- Offshore survival and medical certificates as mandated by government and client regulations are required.
- Arrange and optimize supply and delivery of bunkers for time chartered vessels.
- Ensure charter party terms are followed.
- Provide timely and accurate reports on vessel movements and performance including anticipated arrival and departure timing data.
- Maintain updated and accurate information in relevant accounting systems to ensure proper tracking.
- Bachelor degree or equivalent.
- At least 5 years of technical experience in office jobs.
- Experience in the offshore industry (offshore/onshore).
- Experience in GCC (dealing with IOC/NOC/EPC).
- Understanding of the market trends.
- Ability to identify issues and areas for improvement.
- Ability to prepare models to assess profitability of identified opportunities.
- Analytical, problem solving, time management and decision-making skills.
- Ability to respond positively to events in an effective manner.
- Demonstrates teamwork, interpersonal and communication skills.
- Proficient in Microsoft Office applications.
- Provide after office hours support as and when the business requires.
- Good communication skills to enable communication with team members.
- Proficient in English (good command, both spoken and written).
- Experienced in MS Word, MS Excel, MS PowerPoint and MS Outlook.
- Knowledge of SAP is essential.
