JOB PURPOSE:
Manage, supervise, and control the development and oversee the implementation of a diverse range of multi-disciplined engineering projects from inception through to completion and handover ensuring optimal and economic development of projects consistent with Shareholders guidelines.
Oversee, manage, and provide overall direction and control to Project Management Consultant(s) and ensure that effective site supervision and project administration is carried out while management is timely updated on project progress.
Lead the Project Execution (Select, Define and Execute) team towards successful execution and start-up according to approved schedule and within allocated budget.
Direct and lead the project organization development process engineering, procurement, construction, and commissioning.
Facilitate value engineering solutions. Identify, mitigate, and manage project risks through establishing risk management measures.
Develop a solid understanding among the project team and the Project Management Consultant(s) team of ADNOC values, ADNOC HSE culture and the project goals and objectives.

Project Management
Manage and oversee the close coordination between project team, PMC and AYP Engineering and other technical functions in project execution, progress tracking, monitoring and control activities to ensure that variances from project specification, schedule and budgets are timely identified and analyzed and appropriate corrective actions are taken as deemed necessary.
Resolve interdisciplinary technical issues to ensure the most effective and efficient proposal is implemented.
Communicate project objectives in accordance with the project contract terms, scope of work, and COMPANY policy to the project team, Project Management Consultants team, COMPANY Department Managers and COMPANY Stakeholder Managers
Drive HSE culture and ensure ADNOC HSE and Quality Management procedures are complied with.
Manage and motivate the project team to achieve HSE performance and quality requirements.
Manage the communication with the shareholders and ensuring resolution of any concerns in appropriate time frame.
Develop schedules and project programs in conjunction with Engineering. Oversee the assignment of work to subordinates and Project management consultants and lead the refinement of initial proposals into coherent viable project plans.
Review a variety of source material and participates in a range of meetings to establish future project requirements in the assigned field. Provide technical and administrative leadership to take projects from initial inception stage to drafting and submission of requirements proposals.Includes defining, revising, and refining scopes and objectives, obtaining or arranging to obtain background data on potential cost and technical feasibility, and advising alternatives where appropriate.
Manage the revision and refinement of initial project designs, specifications, costs, and phasing preparation of project strategy in conjunction with user department and other divisions such Finance, Commercial Support etc.
Initiate and approve the preparation of overall work programs, terms of reference for contractors, projects standards and working procedures. Establishes the basis for project execution phase.
Ensure ADNOC VAP process & requirement in compliance as per procedure and alignment with all shareholders & stakeholders.
Initiate/manage pre-qualification of bidders list; exercise overall control over the budget and cost of the project and each contract, vetting authorization for expenditure. Plan and lead the review of contract purchase and subcontracts recommendations and variation orders throughout all phases of the project and ensures that approved plans are updated accordingly.
Ensure the preparation of the Department's safety program on the project supervised and oversee compliance with the Company's safety rules and regulations. Evaluate and audit adherence to same and takes necessary remedial measures to correct and overcome deficiencies.
Ensure that the project is executed in a safe manner and that all contractors adhere to approved safety procedures and method statements for carrying out works / contracts awarded.
Advise Management of anticipated completion date of the project for subsequent start up planning. Assists in development of start-up plan and manning requirements
Oversee and control overall financial matters pertaining to the project, such as currency requirements and restrictions, import duty exemptions financial forecasts, etc.
Provide periodic reports on the financial situation of the project. Lead the appraisal of contractor's overall performance for quality, cost, schedule, safety and ensure corrective actions are taken. Lead the development of weekly highlights and monthly progress reports covering all projects engineering procurement and construction activities.
Efficiently managing all projects within budgets and in accordance with Company policies, directives, engineering, and project management standards.
