Senior Specialist, QA/QC

JOB PURPOSE:

  • Develop, perform, and monitor the quality process and QA/QC activities related to projects & engineering, as per company quality management system and best practices.
  • Review and monitor BLDs and group companies projects quality performances' and documentations to meet the international and GP&E quality standards.
  • Develop systems and procedures to improve the quality practices and efficiency within ADNOC Group.

KEY ACCOUNTABILITIES

Project QA/QC
  • Develop all Project Quality Management related standards and Procedures based on international quality standards (ISO9001, ISO/TS29001, & ISO10006) and ADNOC or external good practices. Support in the development of the Project Level 1 Governance Quality Management System (Policy and Objectives) and develop Level 2 Project Quality Procedures, Level 3 implementation of Project procedures and Level 4 management of the Project Quality Forms & Records.
  • Provide guidance to BLDs / Group companies to ensure that project QA/QC comply with the identified standards and best practices.
  • Lead / Participate in audits, reviews, and verifications to measure the level of compliance to QA/QC standards/requirements, identify any improvement opportunity to enhance Project Quality and to ensure that project QA/QC roles & responsibilities are identified, understood, and implemented effectively.
  • Establish and maintain the master QA/QC Risks and Non-conformance Report registers.
  • Review the Project NCRs and QA/QC risks lists and provide closure status update and suggest solutions.
  • Support the establishment and management of Third-Party inspection Framework agreement.
  • Evaluate the implementation of Third-Part Inspection services and provide guidance to Project Quality teams in BLDs and Group companies to ensure Third-Party Services are managed and executed in effective and efficient manner.
  • Review and analyse the inspection and testing reports, inspection plans, non-conformities, technical deviations relevant to QA/QC as and when required.
  • Review the pre-qualification documents and provide QA/QC feedback.
  • Develop annual Quality plan for Project QA/QC department within GP&E along with execution strategy and monitors the implementation.
  • Define, update, and maintain the Project Quality competency management and assessment framework.
  • Arrange events and develop learning materials to maintain and enhance the Project Quality Management Knowledge across the Group Companies.
  • Support Head of Discipline Project QA/QC to arrange and execute Project QA/QC Community of Practice and promote the knowledge & lessons learned sharing and contribute to the execution of the other Project communities.
  • Ensures that project teams identify, understand, manage and mitigate all project QA/QC risks.
  • Monitor the Project QA/QC KPIs to ensure full compliance to QA/QC requirements and success delivery of projects and commitments.
  • Support the Head of Discipline Project QA/QC in the review and approval of the major Project quality related deviations and technical concessions.
  • Lead the process of root cause and failure analysis for any materials /equipment malfunction that require GP&E intervention.
  • Facilitate any audit on GP&E and coordinate with all GP&E verticals to ensure all required evidences are in place.
  • Monitor and support in the closure of all audit actions relevant to GP&E function and provide regular status updates.
Management
  • Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives. Support the establishment of Personal Development Plans (PDP's), Succession Planning and Talent pipeline within the Department in coordination with the Human Capital.
Budgets and Operational Plans
  • Compile and provide input for preparation of the Division budgets and regularly monitor expenditure against approved the Department budget levels.
  • Investigate, highlight, and reconcile any significant variances to ensure effective performance and cost control.
Policies, Systems, Processes & Procedures
  • Implement approved Department policies, processes, systems, standards and procedures and internal controls in order to support execution of the Department work programs in line with Company and International standards.
Performance Management
  • Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework.
Innovation and Continuous Improvement
  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes and Encourage employee motivation to continuously improve operations and services.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
  • Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
Management Information Systems (MIS) and Reports
  • Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification
  • Bachelor's degree in mechanical engineering or equivalent, preferably with an advanced professional degree.
Minimum Experience & Knowledge & Skills
  • 12 years of experience with in Oil & Gas projects with exposure to various aspects for Project Quality Management.
  • Major Project Quality Management experience is essential
Professional Certifications
  • ISO 9001 Lead Auditor
  • Accredited for international codes & standards.
  • Certified in welding, coating, corrosion protection, AWS, TWI, NACE, API international certification.
