Job Description

From LHH Executive Search, we are currently seeking a Chief Operating Officer (COO) for a leading international company in the defense sector, which is driving an ambitious industrial project in Abu Dhabi, United Arab Emirates.

This role will be key in the launch of a new high-tech manufacturing plant, which will play a fundamental role in positioning the company as a regional leader in critical security and defense solutions.

Key Challenges:

• Lead the launch of an industrial plant for radar manufacturing, including planning, construction, equipment installation, and operations.
• Define and implement the industrial and operational strategy to ensure delivery in terms of quality, timelines, and cost.
• Oversee all industrial operations: production, quality, maintenance, internal logistics, inventory, and procurement.
• Manage the recruitment, hiring, and training process for a technical team of up to 200 people, promoting the development of local talent.
• Ensure compliance with international standards for quality, safety, and efficiency, including ISO 9001, ISO 14001, and specific defense sector regulations.
• Implement continuous improvement methodologies (Lean Manufacturing, Six Sigma) and operational efficiency analysis tools.
• Manage CAPEX/OPEX budgets and lead the strategic planning of investments.
• Build strong relationships with local and international stakeholders, ensuring strategic alignment and project sustainability.

Requirements:

• Technical background in Engineering (Industrial, Electronics, Mechanical, or similar). An MBA or postgraduate studies in operations will be valued.
• 1015 years of experience in complex industrial environments, preferably in defense, aerospace, automotive, or industrial safety sectors.
• At least 5 years of experience leading operations as COO, Plant Director, or in an equivalent position.
• Proven experience in the construction and start-up of industrial plants from scratch, ideally in international settings.
• In-depth knowledge of the United Arab Emirates environment: local legislation, safety regulations, certifications, suppliers, and licensing.
• Experience in highly demanding technological and regulatory environments (radars, defense systems, electronic components).
• C1 level of English. Knowledge of Spanish will be positively valued.
