We are currently recruiting for an Escrow Engineer – Regulator Complain & Drawdown Control for our client to be based out of Dubai.
Purpose-
To evaluate and monitor construction/project-related exposures and ensure all escrow disbursements are validated, compliant with RERA regulations, and aligned with certified project progress, thereby supporting effective credit decisions and maintaining a healthy and secure credit portfolio.
Responsibility-- Escrow Certification & Drawdown Control Manage and validate all escrow-related payment certifications in line with RERA regulations (Law No. 27 of 2007 – Trust Accounts for Real Estate Development).Review and approve construction drawdowns based on certified progress and contractual milestones.
- TAS System Management & Compliance.
- Oversee and validate the submission and processing of certifications on the RERA TAS system.
- Site Validation & Technical Assessment Non-Site Verification & Document Control Verify contracts, certifications, and supporting documentation where site visits are not required.
- Ensure compliance with RERA escrow laws and guidelines.
- Payment Process & Developer Coordination.
- Validate deliverables from external engineering consultants prior to payment approval.
- Ensure alignment between certified work, contractual terms, and payment requests.
- Coordinate with internal teams (Escrow Operations, Finance, Credit) and external Developers to ensure smooth execution.
- Responsible for engineering oversight and monitoring of financed projects, including regular review and validation of Progressive Payment Certificates (PPCs) for construction and infrastructure disbursements.
- Bachelor's degree in engineering, Finance, Construction Management, or a related discipline.
- Professional certifications in Project Management, Risk Management, or Banking/Credit are an added advantage.
- Strong working knowledge of business applications and data analysis tools (e.g., spreadsheets and reportingtools).
- 5–8 years of relevant experience in banking, project finance, escrow management, or construction/project monitoring.
- Hands-on experience in escrow operations, drawdown control, or project certification is highly preferred.
- RERA regulations and escrow frameworks (UAE – Law No. 27of 2007)Banking operations, credit risk, and compliance requirements.
- Experience in coordinating with developers, consultants, and internal stakeholders.
- Strong communication skills in English (Arabic is an advantage).
