Job purpose:
Maintain the ADNOC Offshore emergency/crisis management system, and to ensure company-wide consistent application and coordinated implementation in the respective Business Unit in line with the ADNOC Code of Practice, ADNOC Offshore Health, Safety, Environment Management system, and industry best practice.
Key accountabilities:
Job specific accountabilities- Provide technical advice and steer to corporate HSE and respective Business Unit on issues related to emergency/crisis management, oil spill response, contingency plans, equipment, and facilities.
- Proactively identify and evaluate relevant issues related to emergency response and crisis management, both within and outside the company, and advise/initiate any changes that may be required within ADNOC Offshore. This includes active participation in study groups, task forces, and workshops set up by ADNOC Offshore, ADNOC CMT, and ADESCO.
- Ensure all emergency procedures are compliant with risk analysis studies, safety cases, audit recommendations, feedback from exercises, drills, incident investigations, and changes in process and industry standards.
- Ensure alignment of all emergency response documentation across the company in accordance with corporate standards and templates.
- Audit all sites' emergency response documentation.
- Conduct orientation training for all new Emergency Duty Managers/Officers, including refresher training and identification of further advanced training requirements as necessary. Provide sufficient suitable resources to staff these positions.
- Act as custodian of the company Emergency Management Centre (EMC) facilities and provide support to the EMT.
- Ensure preparation and issuance of weekly Emergency Management Duty Roster.
- Provide quality control to all sites in the development of their annual emergency response exercise programs to test and ensure emergency response group readiness.
- Represent ADNOC Offshore on emergency response/crisis management issues within the GCCs and act as the ADNOC Offshore representative on the ADNOC Group Crisis Management Steering Committee and ADESCO Committee.
- Establish and maintain contacts with outside vendors and specialists whom ADNOC Offshore Emergency/Crisis Management Team may require to call out during a major emergency/crisis situation.
- Develop the scope of work and supervise any specialist work on firefighting and emergency/crisis response services requiring external third-party consultants. This includes reviewing consultant deliverables to ensure they meet the required standard and stipulated scope of work.
- Review HSE interface documents with regards to all emergency and preparedness requirements by ADNOC Offshore.
- Collaborate with all stakeholders to prepare and analyse damage assessments following disasters or emergencies.
- Keep informed of federal, state, and local regulations affecting ADNOC Offshore emergency plans and ensure that plans adhere to these regulations.
- Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation.
- Keep abreast of the latest technology and management techniques, review their applications/implications to ADNOC Offshore's operation, and advise any changes required from time to time.
- Oversee emergency and crisis management procedures and programs both for sites and Head Office to ensure the company's state of readiness and preparedness at all times.
- Develop guideline and governance documentation to support field ICS procedures with support.

Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

Qualifications, experience, knowledge & skills:
Minimum qualification
Bachelor degree or equivalent with relevant accredited certifications in Emergency Response & Crisis Management discipline.
Minimum experience, knowledge & skills
8 - 9 years of experience, including at least experience in an oil & gas (exploration & production), chemical process, or similar industry.Good knowledge and understanding of the Incident Command System (ICS) which ADNOC is planning to adopt, current disaster recovery planning techniques and technologies, as well as the ADNOC HSE Risk Management Guidelines.
Able to communicate effectively, both orally and in writing. English is the language of use but a working knowledge of Arabic is desirable. The individual should be knowledgeable of local and state requirements related to emergency response.
Skill is required in the use of computers and Windows-based programs.Ability to develop, prepare, and implement effective emergency plans, procedures, and documentation.
Working knowledge of all areas of the organization and a clear understanding of ADNOC Offshore's key functional processes and available resources.
Strong interpersonal skills to interface with managers and staff at all levels of the organization.
Working knowledge of data and voice communications systems which are key components of emergency response systems.
Professional certificationsMembership in a recognized international safety/risk organization is an advantage.
