Job Purpose
To efficiently manage procurement activities, ensuring the timely acquisition of quality goods and services at competitive prices while maintaining supplier relationships, ensuring contract compliance, and optimizing cost-saving strategies to support organizational goals.
Responsibilities
Coordinate with end users to develop annual procurement plans.
Prepare Expressions of Interest and Pre-qualification requests, evaluate responses, and compile bidders lists (local and global).
Examine scopes of work for accuracy and completeness.
Prepare comprehensive Invitation to Tender (ITT) packages using standard forms and issue them to approved bidders.
Coordinate pre-tender meetings and site visits.
Draft bidder correspondence in coordination with end users.
Evaluate unpriced and commercial aspects of bids.
Prepare award recommendations and Letters of Award.
Maintain procurement records, logs, and files.
Negotiate terms and draft contract documents reflecting agreed changes.
Perform contract administration: track guarantees, insurances, and invoice progress.
Offer contractual advice and prepare correspondence.
Review contract variations and claims; recommend approvals and amendments.
Manage timely contract closeout procedures.
Ensure strong stakeholder engagement and expectation management.
Maintain professional communication with contractors and vendors in accordance with policies.
Ensure full compliance with internal procurement policies.
Recommend cost-effective tender strategies aligned with business needs.
Qualifications
Education: Bachelor's degree (preferably in Mechanical Engineering); Diploma also considered.Certifications: Supply chain or contract management certifications are an advantage.
Experience: Minimum 10 years of procurement or purchasing experience in the offshore marine sector.
Languages: Fluent in written and spoken English; Arabic is preferred.
