Procurement & Cost Estimation Engineer

Reports To: Projects Manager / Operations Manager / CEO

Job Overview

By combining detailed cost forecasting with strategic procurement, the engineer ensures that projects are executed efficiently, within budget, and in compliance with contractual and regulatory requirements.

• Conduct detailed research, analysis, and quantity take-offs to prepare accurate cost estimates for construction projects.
• Develop feasibility studies and budgetary proposals to ensure project financial viability.
• Present estimation reports to management, highlighting cost drivers, risks, and potential savings.
• Utilize industry-standard software (e.g., Candy CCS, CostX, PlanSwift, or equivalent) to enhance accuracy and efficiency in estimation.

1. Resource Allocation & Budgeting

• Collaborate with project managers and engineers to identify resource requirements and prepare project budgets.
• Monitor budget adherence, track expenditures, and prepare variance analysis reports.
• Recommend corrective actions to maintain alignment with financial and operational targets.

1. Risk & Cost Control

• Identify potential risks in cost, procurement, and delivery timelines; develop mitigation strategies.
• Continuously monitor project costs versus budgeted amounts and report variances.
• Support management in decision-making by providing insights into financial implications of project risks.

1. Supplier & Subcontractor Management

• Source, evaluate, and prequalify suppliers and subcontractors based on technical, financial, and performance criteria.
• Negotiate favorable terms (price, delivery schedules, payment terms, warranties) with suppliers and subcontractors.
• Prepare and manage subcontractor agreements to ensure compliance with project requirements.
• Build and maintain long-term relationships with key vendors for sustainable procurement practices.

1. Procurement & Purchasing

• Oversee procurement activities including purchase requisitions, RFQs, purchase orders, and delivery tracking.
• Ensure procurement aligns with project schedules and budgetary targets.
• Implement ERP systems (e.g., SAP, Oracle, Odoo) for procurement workflows, approvals, and reporting.
• Ensure all purchases comply with company policies, specifications, and quality standards.

1. Contract Management

• Draft, review, and negotiate contracts with suppliers, subcontractors, and service providers.
• Monitor contract performance, track compliance with terms, and resolve contractual disputes.
• Ensure compliance with UAE laws, FIDIC standards, and company policies.

1. Quantity Surveying

• Conduct site measurements, quantity take-offs, and valuation of completed works.
• Support project teams with accurate cost allocations and work progress certifications.
• Prepare interim payment applications and assist in final account preparation.

• Bachelors Degree in Engineering (Civil, Mechanical, Electrical), Construction Management, Quantity Surveying, or a related field.

• Minimum 5 years of experience in procurement, cost estimation, and contract management within the construction or contracting industry.
• Proven experience in both consultancy and contracting environments is highly desirable.

• Strong analytical, financial, and problem-solving skills.
• Excellent knowledge of procurement processes, contract law, and commercial terms.
• Proficiency in cost estimation software: Candy CCS, CostX, PlanSwift, or equivalent.
• ERP system experience: Oracle, SAP, Odoo or similar.
• Proficiency in MS Office (Excel advanced level for reporting & analysis).
• Familiarity with design software (AutoCAD, SolidWorks, Revit) is an advantage.
• Excellent negotiation, communication, and vendor management skills.
• Strong organizational skills with attention to detail and ability to manage multiple priorities.
