Manager - Transport Integration Governance

Role Overview

Lead the governance of multimodal transport integration across RTA by defining standards, owning integration processes and KPIs, auditing compliance, and driving continuous improvement with all modal agencies.

The role ensures first/last-mile readiness, schedule synchronization, cross-modal data sharing, and integration maturity measurement to deliver seamless, safe, and user-centric journeys aligned with RTA Strategy & Corporate Governance.

Key Responsibilities
  1. Oversee the development of the Transportation Integration and Mobility Management Framework in alignment with RTA’s Strategic Plan.
  2. Supervise the governance of technical integration plans and update standards, ensuring alignment with RTA’s specialized strategies.
  3. Monitor integration-related projects and KPIs with RTA sectors/agencies and submit periodic performance reports.
  4. Develop procedures governing coordination between sectors/agencies to ensure effective cross-modal collaboration.
  5. Oversee data analysis related to transport integration and identify improvement opportunities.
  6. Supervise studies to determine suitable first- and last-mile modes, ensuring integration with existing and emerging transport modes in Dubai.
  7. Lead integration audits for major transport stations and hubs (metro, bus, tram, marine), covering accessibility, wayfinding, safety, and shared-mobility readiness, and identify improvement projects.
  8. Evaluate maturity levels of first/last-mile modes and update the maturity matrix annually as per global best practices.
  9. Ensure governance of cross-modal process design, clarifying roles, responsibilities, SLAs, and escalation paths across planning, design, implementation, and operations.
  10. Oversee implementation and updates of the First/Last Mile Strategy and network gap-closure plans for pedestrians, cyclists, and micro-mobility modes.
  11. Supervise the preparation of integration reports and presentations for related committees and senior leadership
Education
  • Bachelor’s degree in Engineering (Civil, Transportation, Planning, or Infrastructure).
  • Master’s degree preferred in Transportation Planning, Urban Planning, or Project Management.
Experience
  • 14+ years in multimodal transport planning/operations.
