Job description

Role purpose

The lead quantity surveyor is responsible for managing and overseeing all quantity surveying functions across infrastructure and building projects. This includes the preparation and review of Bills of Quantities (BOQs), Material Take-offs (MTOs), Pay Item Descriptions (PIDs), and cost estimates in accordance with client requirements and company procedures.

The role ensures consistency, accuracy, and compliance throughout all project phases and supports the preparation of tender documentation, variation orders, and value engineering exercises.

Key responsibilities & accountabilities
  • Lead quantity surveying operations across various project types, including infrastructure, residential, healthcare, educational, and commercial developments.
  • Coordinate with engineering teams to define project scopes, prepare BOQs, and validate material quantities.
  • Supervise the preparation and validation of MTOs, cost estimates, and unit rate analyses.
  • Develop and maintain standard templates for BOQs and Pay Item Descriptions aligned with CSI MasterFormat or client-specific requirements.
  • Prepare and update documentation for design changes, variation orders, and addendums.
  • Support tendering and bidding processes, including pricing reviews and cost breakdowns.
  • Ensure cost control procedures are implemented and maintained throughout the project lifecycle.
  • Interface with clients, consultants, and suppliers for technical clarifications and commercial alignment.
  • Lead or contribute to value engineering workshops and cost optimization studies.
  • Ensure proper documentation and archiving of estimation files for future benchmarking and audits.
  • Provide mentorship and technical oversight to junior QS staff or engineers involved in quantity take-off and cost tasks.
Key result areas
  • On-time submission of accurate and complete BOQs, MTOs, and PIDs.
  • Limited or no rework required due to quality issues in QS deliverables.
  • Compliance with internal and client-specific estimating standards.
  • Efficient coordination with engineering and project teams to meet submission deadlines.
Technical skills
  • Proficiency in AutoCAD, PlanSwift, and quantity surveying software tools.
  • Basic working knowledge of Primavera P6.
  • Proficient in Microsoft Excel, Word, and PowerPoint.
Professional skills
  • Arabic speaker is preferred.
  • Comprehensive understanding of contract management, budgeting, cost planning, and tendering.
  • Strong analytical and problem-solving abilities.
  • Excellent written and verbal communication skills.
  • Ability to lead QS-related coordination across teams and meet tight deadlines under pressure.

Qualifications

Bachelor’s degree in civil engineering or related field.

Strong knowledge of international construction standards, cost estimation practices, and quantity surveying principles.

8+ years of experience in quantity surveying and cost estimating, particularly in infrastructure and building projects.
