We are seeking an experienced contracts principal in Oman for leading the strategic development, negotiation, and management for a mega oil and gas project in Oman.
Job description
Strategic contract management and oversight:
- Develop strategic approaches for contract management, ensuring alignment with organizational objectives, cost-efficiency, and operational effectiveness.
- Develop business procurement plan to enable efficient and optimal acquisition of goods and services for the company.
- Formulate comprehensive category strategies, encompassing procurement plans, risk assessments, and vendor management strategies.
- Ensure in-country value (ICV) initiatives and plans including Omanisation, training, local sourcing, and other ICV elements are embedded in the assigned portfolio of contracts.
- Lead contracting strategies development for all types of contracts e.g. EPC, EP+C, LLIs, reimbursable, unit rates etc., including contract drafting, review, tendering, evaluation, negotiation, and execution processes, ensuring compliance with legal standards and company policies.
- Oversee preparation and review of interim and final payments in conjunction with company budget holders, including field measurements or on-site verification and evaluations of work in progress or carried out on all administered contracts.
- Oversee the entire lifecycle of contracts, including monitoring, renewals, amendments, and terminations.
Vendor management and relationship:
- Ensure identification and analysis of potential vendors, assess proposals, and negotiate terms and conditions for contract services and material procurement.
- Lead the tendering process, negotiations, and contract management, ensuring compliance with procurement policies, industry standards, and legal regulations.
- Nurture and manage vendor relationships, ensuring adherence to contract terms, SLAs, and performance metrics.
- Monitor vendor performance and conduct regular assessments to ensure quality and compliance.
Contract compliance, renewal, and risk management:
- Ensure contracts adhere to legal and regulatory requirements, mitigating risks associated with non-compliance.
- Oversee identification and assessment of risks in contracts, developing mitigation strategies and contingency plans.
- Direct the contract renewal processes for contracts, ensuring timely action and compliance with contractual terms.
- Responsible for timely closure of all audit actions assigned to portfolio.
Negotiation and cost optimization:
- Lead negotiations on contract terms, pricing, and conditions to secure favorable agreements.
- Ensure cost optimization while maintaining quality and service levels and analyse pricing structures and contract terms for cost-effectiveness.
Post-award contract oversight:
- Oversee the maintenance of efficient post-award financial and quantity survey services, including processing of payment applications, evaluation of variations to contract services, review and settlement of contractual claims and disputes, and proper close out of contracts.
- Direct maintenance of quantity surveying procedures within the applicable certified ISO quality assurance system.
Cost management, risk management and mitigation:
- Lead cost value analysis and perform risk and value management and cost control, identifying, analysing and developing responses to commercial risks.
- Manage the analysis and optimization of costs associated with contracts, working closely with finance and accounting teams to ensure budget adherence.
- Lead cost-saving initiatives without compromising safety, quality, or operational efficiency.
- Direct comprehensive risk assessments, identifying potential risks and implementing strategies to mitigate and manage these risks effectively.
- Ensure strict adherence to health, safety, and environmental regulations throughout the procurement and operational processes.
Documentation and reporting:
- Ensure accurate contract records, amendments and correspondence are maintained, ensuring proper documentation and filing.
- Ensure reports on contract performance, expenditure, compliance, and risk assessment are generated and presented to stakeholders.
Cross-functional collaboration and continuous improvement:
- Collaborate with legal, finance, ICV, HSE, procurement, and operational teams to align contract terms and ensure compliance.
- Ensure implementation and management of lean initiatives in the contracts pre and post award and quantity surveying processes.
- Interface with clients to understand their needs, negotiate contracts based on requirements, and ensure customer satisfaction.
- Degree in business administration, law, contract management, supply chain, or related field.
- 10 years of experience in contract management, procurement, vendor management, or related role.
- Strong expertise in contract law, risk management, and negotiation strategies.
- Experience in oil and gas sector in a managerial or leadership capacity.
