Associate Vice President, IT Solution Delivery
Job Description
Overview:
As a AVP for Solution Delivery, you will be responsible for overseeing all phases of project delivery, from strategy and budgeting to planning and execution. You will lead a team of technical & functional professionals to implement innovative solutions for the UAE Health Insurance sector while ensuring technical delivery quality, compliance, security and efficiency.
Responsibilities :
Solution Delivery & Quality Assurance:
- Lead, coach, mentor and inspire a technical dedicated team to architect, build, deploy and support best-in-class software solutions for internal and external stakeholders.
- Review and advise solutions and projects on correct usage of applications, technologies, patterns and methodologies.
- Oversee wide range of technical applications (Health Insurance Core, Digital Channels, Financial Applications, System Integrations (Internal & External), Reporting & Analytics developed in different technology stacks.
- Oversee the implementation of solutions and systems, ensuring they meet quality standards, regulatory requirements, and business objectives.
- Assist the solution designers in revisiting existing solution patterns and decide on whether to reuse or develop solutions to fulfil the requirements.
- Manage the testing process, including functional, integration, and user acceptance testing (UAT), ensuring that all defects and issues are resolved in a timely manner.
- Ensure continuous improvement in project delivery, providing input to the development of best practices and solutions tailored to the UAE Health Insurance domain.
- Document the high-level As-Is Solution architecture, To-Be Solution architecture, gap analysis and impact analysis.
- Set standards, policies and processes for technology solution architecture and use of shared services and supporting technologies
- Identify opportunities to improve enterprise-wide solutions, tools, methodologies, processes and procedures
- Manage and maintain Daman's technology standards in close collaboration with IT Development and IT Operations teams.
- Ensure compliance of the implementation of the solution architecture by referring to the Information Security & Compliance mandates
Digital Transformation Leadership:
- Spearhead and manage large-scale digital transformation initiatives within the health insurance domain, ensuring successful end-to-end solution implementation.
- Orchestrate the design, implementation, and continuous improvement of digital strategies for health insurance providers.
- Lead the successful deployment of technologies and platforms, including core insurance systems, claims processing systems, and digital customer engagement channels.
Strategic Planning & Execution:
- Define project scope, objectives, timelines, and resources required for each solution, ensuring alignment with organizational goals and client requirements.
- Oversee all stages of project delivery, including risk management, issue resolution, and stakeholder communication to ensure seamless implementation.
- Manage project budgets, forecasts, and resource allocations, ensuring projects are completed on time and within budget.
Budgeting & Financial Management:
- Oversee the budgetary aspects of solution implementation, ensuring that all financial objectives are met.
- Monitor project costs, track financial performance, and identify areas for cost reduction and optimization.
Stakeholder Management & Communication:
- Regularly communicate with senior leadership, stakeholders, and clients to provide updates, address concerns, and ensure alignment.
- Cultivate relationships with external vendors and third-party partners to support solution delivery, troubleshooting, and ongoing maintenance.
Team Leadership & People Management:
- Lead, mentor, and manage cross technical, functional & QA teams, fostering a collaborative and results-driven work environment.
- Define clear performance metrics and KPIs, track progress, and implement corrective actions when needed to ensure optimal team performance.
- Motivate and inspire team members, driving their professional growth through training, feedback, and career development plans.
Skills & Competencies:
Experience:
- Overall technical experience of 15+ years in IT with minimum of 7+ years of hands-on software development experience.
- Strong technical knowledge on .NET & Microsoft Technologies.
- Experience implementing web-enabled applications in ASP.NET Core, C#, HTML5, Core Java, JavaScript, TypeScript, JSON, REST, CSS, SQL.
- Good understanding of various architecture patterns.
- Proven track record of managing and successfully delivering complex projects.
- Experience in managing teams (15+ resources), budgets & stakeholders.
- Deep expertise with Source Control such as GIT, Bitbucket or TFS. CI/CD experience with TeamCity/Octopus/Jenkins/Jules.
- Good to have Health insurance domain or other insurance domain knowledge.
- Proficient in various development models such as Agile. Waterfall and DevOps practices.
- Knowledge of finance, accounting, valuation and metrics development; statistical analysis skills a plus
- Strategic thinking with strong focus on results and high quality of work and able to think out of the box
- Very good command of written and spoken English; knowledge of Arabic language is an added advantage
- Very good planning, execution and problem-solving skills
- Flexible and able to work under pressure
- Very good communication and presentation skills
Certifications:
- TOGAF (The Open Group Architecture Framework) certification.
- Completed Leadership Training from Franklin Covey or similar leadership programs.
Education:
Bachelor's or master's degree in computer science, Information Technology, Business, or a related field.
