Senior Officer- QHSE
Job Description
Job Purpose:
The role is critical in managing client expectations by managing the risks of quality, health, safety and environment which are associated FM & PM services and thereby enhancing revenue, profitability and ensuring client retention.
Key Accountabilities:
- Support the HSE operations through coordination/collecting data on identified hazards and coordinate the implementation of controls from results of hazard analysis. Assist the operation team on closing the HSE risks and updating the action plan.
- Conduct regular Daily / Weekly / Monthly facility QHSE inspection to establish HSE presence and provide support to facility management team.
- Provide support in training and programs on HSE by preparing the training materials, awareness material and provide training to educate the internal and external stakeholders.
- Ensure all the incidents are reported timely and maintain the incident log, and Carryout the incident investigation with corrective and preventive actions recommendations
- Review and approve/reject MS & RA for the subcontractor. Ensure effective monitoring of sub-contractor operations in compliance to the method statement and Risk Assessment.
- Assist in emergency response planning and organizing fire drills as per the annual plan. Ensure all the necessary arrangement for the fire drill are in place e.g. training, scenario, communication to the interested parties and etc.
- Monitor all the critical systems (e.g. fire pumps, Fire Alarms & detection, lifts, backup generators and water system etc) and ensure these are timely inspected and in good working condition. Ensure that Any failure to the critical system shall be timely communicated and addressed in the HSE Risk report
- Manage the QHSE Management system and perform internal Audit for the account. Provide support in external QHSE MS Audits
- Ability to evaluate PPM carried out by in-house team or by service providers to ensure the PPM is carried out as per QHSE procedures and as per Job Plans, also ensure that all measuring equipment's are properly calibrated, tools and PPE's are in good condition
- Have knowledge and enforce compliance of Regulatory requirements (i.e. Dubai Municipality Guidelines, UAE fire & Life safety code of Practice, Federal Laws, OSHAD Regulations), including company HSE policies and procedures.
- Ability to oversee storages and Hazardous Waste Storage area and ensure regulatory agency compliance i.e. labeling, containment, proper disposal, documentation, etc.
- Monitor and Direct QHSE activities to ensure the clients QHSE related SLA/KPIs are met.
Qualifications, Experiences, Skills:
Minimum Qualifications and Knowledge:
- Diploma Degree in Engineering, Certification in HSE is preferred
- NEBOSH IGC Certificate Mandatory
- ISO 9001 Lead or Internal Auditor Mandatory
- OHSAS 18001 / ISO 45001 Lead or Internal Auditor Mandatory
- ISO 14001 Lead or Internal Auditor Preferred
- OSHAD Practitioner Mandatory for Abu Dhabi Projects
- Fire & Life Safety Qualification
Minimum Experience (number of years):
- 2-4 years relevant experience in HSE preferably in Facility management field.
Job-specific Skills/Complexity:
- Understanding of local HSE regulations,
- Good communication and presentation skill
- Proficiency in spoken and written English
- Ability to prepare and present QHSE trainings
