Position Overview:
A progressive, developer-backed construction firm in Dubai is seeking a Health, Safety & Environment (HSE) Manager to lead the implementation and enforcement of best-in-class HSE strategies across major construction sites. This role is responsible for ensuring compliance with local and international safety standards, cultivating a strong safety culture, and mitigating risk across all project phases.
The ideal candidate will have extensive experience overseeing HSE on high-value, multi-disciplinary projects and a strong understanding of local regulatory frameworks.
Key Responsibilities:- Develop, implement, and monitor the company’s HSE policies, systems, and procedures across all project sites.
- Lead the preparation and execution of HSE risk assessments, method statements, and safety plans.
- Ensure compliance with UAE regulations and international HSE standards (e.g., ISO 45001, ISO 14001).
- Conduct site inspections, audits, incident investigations, and root cause analyses.
- Provide training, coaching, and development programs to staff and subcontractors to promote safety awareness.
- Liaise with relevant government authorities (Dubai Municipality, Civil Defense, etc.) on safety approvals and inspections.
- Maintain accurate safety documentation, reports, and performance metrics.
- Lead emergency preparedness plans and drills.
- Act as the primary HSE focal point for internal and external stakeholders.
- Contribute to continuous improvement of safety culture and behavioral safety initiatives.
Requirements:
- Bachelor’s degree in Engineering, Occupational Safety, Environmental Science, or related field.
- Certified HSE qualifications (e.g., NEBOSH IGC/IDip, IOSH, OSHA) are mandatory.
- Minimum 12–15 years of HSE experience in the construction sector, with at least 5 years in a managerial role within the GCC.
- Strong working knowledge of UAE HSE legislation and Dubai-specific requirements.
- Demonstrated leadership in implementing and managing HSE systems on large-scale projects.
- Excellent communication, leadership, and incident management skills.
- Proficiency in HSE management software and reporting tools.
