Job Description
China State Construction Middle East (CSCEC ME) is hiring a Senior Traffic/Transportation Engineer to manage traffic engineering requirements from the tender stage to the execution stage. The role covers traffic diversion schemes, traffic management plans, temporary traffic control, construction staging, authority approvals, and coordination with utility works, NOCs, temporary works, and site execution.
Responsibilities:
- Review tender documents and identify traffic diversion, authority, access, utility, and construction staging risks.
- Prepare tender-stage traffic diversion strategies, traffic management approaches, phasing concepts, and cost/resource input.
- Prepare, review, and coordinate traffic diversion schemes, traffic management plans, lane closures, temporary access arrangements, and work zone layouts.
- Coordinate traffic diversion stages with utility protection, relocation, trial trenches, NOCs, authority permits, and construction methodology.
- Identify and resolve conflicts between traffic arrangements, temporary works, site access, and existing or proposed utilities.
- Prepare and manage submissions to RTA, Dubai Police, municipalities, consultants, developers, and other relevant authorities.
- Respond to comments, manage resubmissions, and maintain approval, permit, and coordination records.
- Review traffic drawings, reports, calculations, method statements, and supporting documents before submission.
- Guide junior engineers, draftsmen, and subcontractors in preparing traffic-related deliverables.
- Support traffic impact, capacity, junction operation, queueing, road safety, and temporary signal reviews when required. Traffic impact assessments, intersection analysis, capacity studies, road safety audits, and simulation tools are also common requirements for this role.
Requirements:
- Master's Degree in Transportation Engineering or Traffic Engineering.
- Minimum 5 to 7 years of relevant experience in traffic engineering, transportation planning, traffic diversion, and construction-stage traffic management.
- Proven experience in coordinating traffic diversions with utility works and NOC requirements.
- Strong knowledge of Dubai / UAE authority requirements, especially RTA standards and traffic diversion approval procedures.
- Experience in major roads, bridges, infrastructure, utilities, and urban road projects.
- Master's Degree in Transportation Engineering or Traffic Engineering.
- Professional Engineer, Chartered Engineer, PTOE, Road Safety Auditor, or equivalent certification.
- UAE / GCC construction experience is strongly preferred.
- Previous experience with RTA projects is preferred.
Software skills: AutoCAD, Civil 3D, PTV Vissim, SIDRA, Synchro, or similar traffic analysis software
MS Office, including Excel, Word, and PowerPoint.
