Alef Group is a pioneer in developing premier lifestyle communities, destinations, and experiences through investment and strategic joint ventures, seeking a highly skilled and experienced Senior Manager - Procurement (Bilingual/Native English Speaker) who is well versed in managing the end-to-end procurement and tendering process including procuring contractors / design consultants for all Real Estate development projects, to join the team in Sharjah.
Job Purpose:
The Senior Manager – Procurement is responsible is responsible for managing the end-to-end procurement and tendering process for all Real Estate development projects, ensuring cost efficiency, transparency, governance compliance, and timely appointment of consultants, contractors, and suppliers in line with the company's development strategy.The role plays a critical part in value engineering, commercial risk management, and contractor performance, while supporting project delivery from concept design through construction and handover.
Key Accountabilities:
Procurement Strategy & Governance- Develop and implement procurement strategies aligned with project objectives, budgets, and delivery timelines.
- Establish and enforce procurement policies, delegation of authority (DOA), and approval workflows.
- Ensure compliance with internal governance, audit requirements, and commercial regulations.
- Maintain segregation between corporate procurement and project-specific procurement where applicable.
- Manage the prequalification, tendering, evaluation, and award of:
- Consultants (Design, PMC, Supervision, Cost Consultants)
- Main Contractors (Lump Sum, Design & Build)
- Specialist subcontractors and long-lead suppliers
- Oversee preparation of:
- RFPs, ITTs, scope of services, BOQs, employer's requirements
- Commercial evaluation models and comparison matrices
- Lead technical & commercial clarifications, tender interviews, and negotiations.
- Prepare tender recommendations and award submissions for senior management approval.
- Validate cost plans, consultant factored rates, and contractor pricing against benchmarks.
- Identify value engineering and cost-optimization opportunities without compromising quality or compliance.
- Support feasibility studies and development budgets during early design stages.
- Ensure alignment between approved budgets and awarded contracts.
- Oversee preparation and execution of:
- Consultancy agreements
- Main contract agreements
- Amendments, variations, and supplemental agreements
- Coordinate with Legal, Finance, and Project Teams to ensure:
- Clear risk allocation
- Proper commercial protections
- Timely contract execution
- Maintain strong relationships with:
- Contractors, consultants, and key suppliers
- Cost consultants and PMCs
- Monitor UAE construction market trends, pricing movements, and contractor capacity.
- Maintain and update approved vendor and contractor databases.
- Mentor procurement and tendering team members.
- Provide regular reports on:
- Procurement status
- Tender outcomes
- Cost savings and risk exposure
Educational Qualifications, Work Experience, and Skills Required:
Educational Qualifications:
- Must have a Bachelor's degree in Engineering, Quantity Surveying, Construction Management, or Business
- Certification in MRICS / MCIPS / PMP or equivalent professional memberships are preferred.
Work Experience:
- Must have a minimum of 8–10 years of experience in procurement and tendering within:
- Real estate developer environment
Large contractors
PMCs or cost consultancy firms
Strong experience in UAE / GCC construction market- Proven track record in:
- Lump-sum, design-build, and consultant procurement
